Applied Technology Directorate, U.S. Army Aviation and Troop Command
(AMCOM), proposes to award a cost plus fixed fee contract, entitled
"Advanced Lightweight Transparent Armor for Aircraft." This program
will develop conceptual transparent armor designs for military aircraft
applications. Of paramount important is the determination of cost and
weight issues related to these novel transparent armor concepts without
sacrificing aircraft performance. Army Helicopters are designed to
operate in hostile environments and survive ballistic threats ranging
from 7.62mm ball to 23mm HEI fragments. Recent advancements in
transparent armor technology have shown the possibility of increasing
ballistic protection while reducing armor system weight. Although a
significant amount of this work has been centered around ground
vehicles, which do not have the weight restrictions commonly associated
with aircraft, it is believed that this technology can be applied
toward improving the performance and reducingthe weight of transparent
armor systems utilized by military aircraft. The objectives of this
program are to develop and define advanced transparent armor concepts
that are suitable for aircraft application and will provide the
required ballistic protection against the various projectiles and HEI
fragments. Funding for this requirement is included in the financial
plan for Fiscal Year 1998. However, funds are not presently available
for this acquisition. No contract award will be made until appropriated
funds are made available from which payment for contract purposes can
be made. It is anticipated that a cost reimbursement type contract with
a period of performance of twenty-four (24) months will be awarded. The
estimated cost for this requirement is approximately is $650,000.

Requests from U.S. firms must include business size. Prior to award,
any successful U.S. or Canadian firm will be required to provide a "DD
Form 2345, Militarily Critical Technical Data Agreement" certification
number issued in accordance with DoD Directive 5230.25. Contingent upon
meeting established security requirements, industry of the following
country have been determined to be eligible to participate in this
program: Canadian. Foreign firms of countries other than those listed
may request a copy of the Request for Proposal (RFP), but release
cannot be guaranteed. Foreign firms desiring a copy of this
solicitation must submit an official request through their embassy to
HQ DA, ATTN: DAMIC-POC, Washington, D.C. 20310-1001. Requests received
