B -- B- TECHNICAL SERVICE (ENGINEERING, SOFTWARE, AND HARDWARE) TO CONVERT A CONTINUOUS SCANNING INTERFEROMETER TO A STEP-SCAN INTERFEROMETER SOL RFQ- 98-335 DUE 020298 POC Desiree Kelly, Purchasing Agent 301-594-7731. The National Institutes of Health (NIH) National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) has a requirement for Technical Service (engineering, software and hardware) to Convert a Continuous Scanning Interferometer to a Step-Scan Interferometer. The Institute intends to purchase this service by other than full and open competition from Manning Applied Technology, who is the recommended sole source vendor. NIDDK proposes to modify a commerical FT-IR spectrometer for step-scan operation. The hardware components of the modification will consist of a personal computer (PC), a digital signal processor (DSP) accessory card, and an interface circuit board. The software components of the modification will consists of a Windows-compliant program for the PC written in Visual C++, and separate program for the DSP written in C and assembly language. These components can be modified to permit rapid- and slow-scan operation of the same optical hardware simply by using different software routines. This is to be implemented as part of our infrared imaging program. All responsible sources may submit a quotation, which if timely received, shall be in within the Simplified Acquisition Thereshold $ 100,000. It is anticapted that Request for Quotation (RFQ) NIH-NIDDK-98-335 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due ten (10) days after the release of the RFQ. The anticipated award date is February 13,1998.
