FOLLOW-UP OF DELINQUENTS TO ADULT CORRECTIONS USING UTAH DATA POC

intends to award a sole source purchase order to Jan Rivers Solomon to
conduct a replication of the "South Carolina Study: An 11 year
follow-up of Delinquents to Adult Corrections using Utah Data," which
will track all males referred to Utah's Family Court for delinquency to
determine how many matriculated to adult probation or prison. In
addition, the study will address the issue surrounding age of
jurisdiction at which juveniles are processed in adult courts; and it
will examine juveniles who were placed on adult probation or committed
to prison at age seventeen (South Carolina) versus those who were
placed on juvenile probation or committed to juvenile facilities
(Utah). It is necessary for the Office of Justice Programs to utilize
Jan Rivers Solomon who has knowledge of and twenty (20) years
experience in developing and operating criminal justice information
systems and conducting research and evaluation studies. Ms. Solomon is
familiar with both the Utah and South Carolina adult and juvenile
justice systems and their operations, including legal practices,
organizational structure, terminology, systems designs and personnel in
the affected State agencies (the South Carolina Departments of Juvenile
Justice, Corrections, Probation, Parole and Pardon; the Utah Department
of Corrections; and the Utah Court Administration). Ms. Solomon has
worked with the management information data systems (MIDS) of all of
the agencies involved, including development and management of both the
South Carolina Juvenile Justice MIDS and Probation, Parole and Pardon
systems. Ms. Solomon has also conducted research utilizing those data
systems as well as the Utah Department of Correction's MIDS (includes
both adult probation and institutional data) and the South Carolina
Department of Correction's MIDS. This purchase order will be negotiated
under the authority of 41 U.S.C. 2152(c)(1) -- Only one responsible
source with unique capabilities. This is not a request for quotations.

demonstrates its technical capability to perform the requirements. See
