Gorman, Contracting Officer, gorman@code59.npt.nuwc.navy.mil. This amends the combined synopsis/solicitation for local telephone services issued 29 December 1997. This announcement with this amendment constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is amendment N66604-98-R-0393-0003. Amend the solicitation as follows: The closing date for receipt of proposals is extended to 23 January 1998 at 2:00 p.m. local time. The following responds to questions asked of the Government. All other terms and conditions of the original synopsis/solicitation apply. QUESTION: 1. Does NUWC (Government) require a specific response to each subsection item under the Description/Specification section? That is, sections 1.1 -- 1.2.3? ANSWER: 1. For all sub-sections of the solicitation, the Government requires details as to the Company's solution, or a statement that it cannot supply the service and/or functionality. QUESTION: 2. The collective terming of DSS Trunks, Digital Switching Services, and local loops as "Access Services" (subsection 1.1): Does the Government mean the physical connections to the Public Switched Network (PSN)? ANSWER: 2. The Government means all physical connections including interface equipment necessary to connect the Government-owned Definity G3R to the central office. QUESTION: 3. DSS Trunk Features, Functions, and Capabilities (subsection 1.1.1): Does the Government intend that the physical network connections to the Public Switched Network (PSN) support both analog and digital transport as referenced in subsection 1.1.1.1, 1.1.1.2, 1.1.1.3, 1.1.1.4? ANSWER: 3. DSS features, functions, and capabilities shall support digital trunking between the Government-owned Definity G3R and the central office. The Government does require services to off-site locations that are within the tariffed service area of the Company. These services can be digital or analog depending on the most cost-effective solution to the Government. QUESTION: 4. System Features, Functions, & Capabilities (FFC) (subsection1.1.1.6); the FFC's listed as "a -- s": How does the Government intend for these features to be executed: via an on-base PBX or Centrex service, or through the Public Switched Telephone Network (PSTN)? Is it the Government's intent that the proposed trunking services provided be "capable" of transporting PBX-type features? ANSWER: 4. System features, functions, and capabilities (FFC) referenced in 1.1.6 shall be executed via the Government-owned Definity G3R. Company trunking services need not be capable of transporting PBX type features. Trunking shall provide T1 connectivity. QUESTION: 5. Grade of Service (subsections 1.1.1.7 & 1.1.3): The Government has requested specific GOS performance. As GOS is directly proportional to the number of users accessing a particular trunk group, does the government intend that the successful [offeror] install trunking sufficient to achieve the GOS stipulated in the above-mentioned subsections? If so, [we] would need additional data regarding the total number of users with access to the proposed network. ANSWER: 5. The Government intends that the Company shall install sufficient trunking to achieve a GOS to support initially 5,500 users. QUESTION: 6. Access Pricing (subsection 1.1.4): Is the Government soliciting a "per trunk" price quote for each line item: "a -- h"? If so, is item "f -- One-time Installation/Activity Fee" meant to apply individually to each item (a-h)? In addition, does the Government contemplate a monthly service term, or a longer term to maximize service term savings? ANSWER: 6. The Government is requesting a per trunk price for 1.1.1.6 (a-e, g-h) with any one time installation/activation fee, 1.1.1.6(f) to be on a per item basis. The Government DOES expect a longer term cost solution within the term of the agreement in order to maximize service term savings to the Government. Please note that regulations require Clause 252.239-7014 from the Defense Federal Acquisition Regulation Supplement (DFARS) that states: "This agreement shall continue inforce from year to year, unless terminated by either party by 60 days written notice." However, the Government will include in the Agreement a statement that it will conduct market surveys no less than every five (5) years. QUESTION: 7. Cellular Monthly/Usage (subsection 1.1.4.h): Could the Government provide additional data as to its Cellular requirements? Is the Government referring to standard monthly usage charges, or term agreements? ANSWER 7. The Government currently maintains 150 cellular telephones with services being provided by Bell Atlantic Mobile, reference Commerce Business Daily Synopsis/Solicitation N66604-98-R-0393. The services for these and any additional requirements for cellular devices would be applied to this contract. The Government expects either monthly usage charges for tariffed services provided (e.g. service, air time, roaming, etc.) or the option for term agreements, whichever solution would be the most cost-effective to the Government.
