synopsis/solicitation for commercialitems prepared inaccordance with
the format in Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; quotations are being requested and a written request for
quotation will not be issued. Solicitation Number F33600-98-R-0021 is
hereby issued as a request for quotation (RFQ). The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 90-45. This RFQ is being conducted
under full and open competition. The SIC Code is 7389, the size
standard is $5.0 Million dollars. This requirement consists of 2 jobs
to provide transportation of DoD Technology Display Materials from the
Contractor's point of consolidation within a 400 miles radius of
Wright- Patterson AFB OH to the Asian Aerospace Air Show scheduled for
24 Feb -- 01 Mar 98, located at Changi Exhibition Centre in Singapore;
then onto the Fidea '98 Airshow, scheduled for 23 Mar -- 29 Mar,
located at Los Cerrillos Air Base in Santiago Chile and return
transportation of the materials to Wright-Patterson AFB OH. This
service shall include all air freight shipment and final return
air/ground freight shipment to WPAFB, OH; all necessary ground
transportation; inbound and outbound site services; all necessary
import and export services; any other transportation costs necessary to
move the display to and from the above mentioned show site to include
the following: insurance coverage; preparation of all necessary U.S.
Customs Export documents; monitoring of all shipments enroute;
supervision of all customs clearance and provision of any temporary
import bonds in the host-countries supervision of all materials
delivery to the display stand; removal and storage of all shipping
containers on-site at the stated Airshow locations; provide access to
all stored shipping containers by designated Government personnel;
provide all labor and equipment, such as forklifts and cranes, for
delivery and removal of the display materials. The estimated weight of
the display materials to be shipped is approx. 2300 lbs; estimated
Period of Performance for this requirement will be 05 Feb- 15 Apr 98;
estimated Display Value: $60,000; estimated Dimensions ranges From:
Smallest -- 42" X 25" X 22" To: Largest -- 78" X 99" X 68". The

Applicable to Defense Acquisitions of Commercial Items. Any offeror
providing a quote in response to this RFQ shall provide a completed
copy of the provision at 52.212-3 with its quote. Any offeror providing
a quote in response to this RFQ shall provide past performance
information in the form of 5 contracts for the same or similar
services. Past performance information should include, but not be
limited to, the contract number(s), the dated(s) the service that was
provided, the final price for the service; the number of kilograms or
pounds of material transported; points of contact with telephone
numbers. Relevant past performance information will be considered more
important when compared to price as an evaluation factor in accordance
with provision 52.212-2. Exceptions to or rejection of any of the
terms, conditions, and provisions of this solicitation shall be clearly
stated in a letter accompanying your quote. If you do not plan to
submit a quote, but have an interest in future requirements of this
nature, send a capability package describing the services you offer and
information regarding similar transportation actions you have performed
to the buyer listed below. Quotes are due no later than 4:00 PM on 22
Jan 98. Quotes should be directed to: Deanna Tanner at ASC/PKWTM, Bldg.
1; 1940 Allbrook Drive, Suite 3; WPAFB OH 45433-5309. Quotes or
capability packages may be faxed to: (937) 656-1896. The approximate
issue/response date will be 16 Jan 98. The anticipated award date will
be 23 Jan 98. Written procedure will be used for this solicitation. No
telephone requests. Only written or faxed requests received directly
from the requestor are acceptable. All responsible sources solicited
may submit a bid, proposal, or quotation which shall be considered. Mr.
Stephen J. Plaisted has been appointed as Ombudsman to hear concerns
from offerors, or potential offerors, during the proposal development.
The purpose of the Ombudsman is to communicate contractor concerns,
issues, disagreements, and recommendations to the appropriate
government personnel. Existence of an Ombudsman does not diminish the
authority of the program director or the contracting officer.
Accordingly, the Ombudsman does not participate in the preparation of
solicitations, the evaluation of proposals or the source selection
process and, therefore, for routine matters on individual
