E-MAIL: Marilynn A. Nelson, Marilynn.Nelson-1@ksc.nasa.gov. NASA/KSC plans to issue a RFP/ Request for Offers for Upgrade of the Utility Annex Chillers and Reconditioning of the Motors. The work consists of providing labor, equipment and materials to convert three (3) 2,500 ton chillers and one (1) 1,180 ton chiller which operate using refrigerant R-12 to operate on R-134a; rebuild four (4) gearboxes; recondition four (4) 2,500 HP synchronous electric motors including conversion to a brushless excitation arrangement; replacement of five (5) chiller evaporator and condenser tube bundles; installation of a refrigerant monitoring system, and modifications to the existing refrigerant storage/transfer system. Included are modifications to piping, pumping, controls, ventilation, ductwork, electrical service, insulation, instrumentation and related structural work. The base bid includes refurbishment work associated with Chiller 1, refrigerant monitoring system and boiler ventilation ductwork, conversion and refurbishment work associated with Chiller 2, and conversionand refurbishment work associated with Chiller 4. Fixed Price Option 1 includes conversion work associated with Chiller 5. Fixed Price Option 2 includes compressor replacement, conversion and refurbishment work associated with Chiller 3 (1,180 ton chiller) and refrigerant storage/transfer system work. Fixed Price Option 3 includes work to increase the capacity of the 1,180 ton chiller to 2,500 tons and provide a new R-134a 2,500 ton compressor, intercooler and interconnecting piping. The order of magnitude for the procurement is between $1 Million and $5 Million and the base contract effort shall be completed within 890 calendar days after notice to proceed. Work included in each Fixed Price Option shall be completed within 200 calendar days of exercise of the option. This procurement is part of the Small Business Competitiveness Demonstration Program. The SIC Code and small business size standard for this procurement are 1711 and $7.0 Million, respectively. The anticipated release date of the RFP/RFO is on or about January 29, 1998, with an anticipated offer closing date of on or about February 27, 1998. The firm date for receipt of bids or offers will be stated in the RFP/RFO. Drawings will be available from the Bid Distribution Office 407-867-2851. All QUALIFIED responsible sources may submit a bid which shall be considered by the agency. An ombudsman has been appointed -- See Internet Note "B".
