synopsis/solicitation for commercial items prepared in accordance with
the format prescribed in Federal Acquisition Regulation (FAR) 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation, offers are being
requested and a written solicitation will not be issued. This
solicitation is issued as a Request For Quotation (RFQ). This
procurement is set aside for small businesses. The Standard Industrial
Classification Code utilized is 3448, and the small business size
standard is 500 employees. The Defense Priority Rating for this
acquisition is DO. Offerors will quote on the following item(s): Line
item 0001 -- 24 foot trailer, 8 foot wide and 8 foot in height, shall
consist of restrooms for men and women. The men's restroom shall have
two private stalls, three porcelain urinals one sink and paper towel
dispenser. The women's restroom shall have three private stalls, one
sink and paper towel dispenser. Each privatestall shall have toilet
paper roll dispensers. The unit shall have electrical hook-ups, to run
exhaust fans, air conditioning, heating and lighting. The lighting
shall be fluorescent. The unit shall have the capability to have
running water and sewage. The unit shall be capable of moving from site
to site by means of hitching to a standard ball hitch and being pulled
by motorized vehicle (i.e., truck, tractor, car). The government
requires delivery to be made FOB destination, performance period will
be 45 days after date of award. The destination will be the 36th Civil
Engineering Squadron, Building 18001, Unit 14007, Andersen AFB, Guam
96543-4007. Standard commercial warranties apply to this acquisition.
This solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-02. The
provisions at FAR 52.212-1, Instructions to Offerors-Commercial Items,
and FAR 52.212-4, Contract Terms and Conditions-Commercial Items,
applies to this acquisition. The clause at 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, applies to this acquisition; specifically, the
following clauses are applicable: (all the following clauses are FAR
clauses) 52.222-26, Equal Opportunity (E.O. 11246), 52.222-35,
Affirmative Action for Special Disabled and Vietnam Era Veterans (38
U.S.C. 4212), 52.222-36, Affirmative Action for Handicapped Workers (29
U.S.C. 793), and 52.222-37, Employment Reports on Special Disabled
Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212). The
following Defense Federal Acquisition Regulation Supplement (DFARS)
252.212-7001, Contract Terms and Conditions required to implement
statutes or executive orders applicable to Defense Acquisitions of
Commercial Items, applies to this acquisition; specifically the
following clauses are applicable: 252.225-7001, Buy American Act and
Balance of Payment Program (41 U.S.C. 10, E.O. 10582) and 252.225-7036,
North American Free Trade Agreement Implementation Act. The FAR clause
at 52.212-3, Offeror Representation and Certifications-Commercial
Items, require you to complete the applicable representations and
certifications and include with your offer. Evaluation will be based on
the lowest price and responsive offer from a responsible contractor.
Past performance is of equal importance as price. Offers are due by
