Information Operations Systems Program Office (IYG) intends to acquire
from ERIM International Inc. (EII), Ann Arbor, MI, an upgrade to the
Eagle Vision Data Integration Segment. The upgrade known as Joint
Eagle, merges two ERIM developed systems: The Eagle Vision Data
Integration Segment which processes commercial satellite imagery and
the National Eagle System which merges national and commercial imagery
into a common software baseline on two additional operator positions
with transit case portability. Joint Eagle will ingest national and
commercial source imagery, process national imagery in conjunction with
commercial satellite imagery, and produce merged multispectral and
orthorectified mosaic data products compatible with the Joint Analysis
Center (JAC) and mission planning and rehearsal systems (AFMSS, TAMPS,
PowerScene, TopScene, and others) The processed data will meet the
National Imagery and Mapping Agency (NIMA) Controlled Image Base (CIB)
and National Imagery Transmission Format (NITF)2.0 Standards. The
upgrade will remain compatible with the existing commercial network
interface standard in Eagle Vision and add interfaces to the classified
base and JAC network Backbones. The upgrade will deploy to the JAC
(Molesworth, England) in Sep 98. Staff personnel must currently possess
Secret clearance. Total contract value is anticipated to be under $5M.
An Ombudsman has been appointed to address concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The Ombudsman does not diminish the authority of the
program director or contracting officer, but communicates contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel. When requested, the Ombudsman shall maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
