Center plans to issue a Request for Quote (RFQ) for a Partial Discharge
Test System. The contractor shall design, furnish and field install a
proven Partial Discharge (PD) test system to test for stator winding
partial discharge activity in operating motors. The system shall
include PD couplers permanently installed on motor, signal cables,
coupler termination boxes, miscellaneous installation materials as well
as portable PD instrumentation package for data collection and all
necessary analysis software. The PD system shall enable periodic
on-line monitoring of condition of the stator insulation without an
interruption in the operation of the machine. The PD system shall be
capable of being installed during a scheduled service outage of the
machine with the rotor in place. The PD system as furnished and
installed shall not in any way compromise the integrity and safety of
the machine on which it is installed. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). The
Government intends to acquire a commercial item using FAR PART 12. The
SIC Code and Size Standard are 3825 and 500 employees respectively,
The DPAS Rating for this procurement is DO-C9. This RFQ is available

sources may submit a quote by February 3, 1998, which shall be
considered by the Agency. An ombudsman has been appointed -- See
Internet Note "B". The solicitation and any documents related to this
procurement will not be available over the Internet. Prospective
offerors shall notify this office of their intent to submit an offer.
