Department of Commerce intends to negotiate on an other than full and open competition basis with Kumaran Software, Inc.12300 Twin Brook Parkway, Suite 660 Rockville, Md. 20852. This acquisition is for their GUI*Converter PRO. This is the only fully automated tool able to convert SQL*Forms Version 3.0 applications to Developer/2000, including such GUI features as mouse navigation. The purchase includes one year maintenance and support. The Government estimates 26 megabits of Oracle forms to be converted. Also five days of on-site training is required. This sole source requirement is based on Kumaran's predominate experience and proprietary specifications of the software. This acquisition is within the Simplified Acquisition Threshold. Software license shall include all modifications, updates and enhancements developed by Kumaran Systems, Inc. This notice of intent is NOT a request for competitive proposals. However, all written responses received within 10 days of this synopsis will be considered, providing there is sufficient technical and pricing information to enable evaluation of the products to meet the requirements of the agency. Interested firms have 10 days from the publication date of this notice to submit their qualifications/capabilities in the areas mentioned above. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct a procurement on a competitive basis. Responses received after the 10 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. Oral communications are not acceptable in response to this notice.
