The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 90-42. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for Other than Full and Open Competition is being prepared in support of this acquisition. This procurement is for a virtual hospital program plan for 1998 -- 1999. Task objectives include medical information needs assessment, Creation of content including books, manuals and CD-ROM, Organization and integration of content, training users, Distribution of content, and evaluation. This procurement includes travel for needs assessment, personnel to digitize documents, service contracts on laboratory computers, ethenet connection charges, network computers, Wintel computer, hardware and software upgrades, Graphic Artist consultants, Electronic medical test intranet license fees, office expenses, training, master VNH CD-ROM and 1,000 copies, evaluation and statistical consulting. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice is not a request for competitive proposals. All proposals received by 1/22/98 will be considered by the government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government.
