information, Reference MNK, 98-007; the Air Force Research Laboratory
is interested in obtaining a system that can capture, store, and replay
the outdoor, real world GPS RF signals. The goal is to produce an
indoor test capability of a baseline outdoor RF environment that
consists of real world GPS signals, a jamming field, and outdoor
thermal noise conditions. The system would either inject the RF via a
direct coaxial connection to a GPS receiver, or, with additional
equipment, re-radiate the signals in a shielded chamber. The
pseudorandom code information and the associated correlation properties
of the GPS spread spectrum signal must be preserved and performance
benchmarks established to quantify system performance. The system
should have the capability to record and playback at least 30 minutes
of data. A multi-channel (at least five, with growth potential) system
is envisioned to enable recording from a multi-element antenna array.
Three modes of operation will include L1, L2, and bothL1 & L2. The
recording bandwidth should be adjustable from 20 MHz to 370 MHz, in 10
MHz steps, from 1216 -- 1586 MHz. The 370 MHz bandwidth is intended to
concurrently record both L1 & L2; it may instead be workable to
simultaneously dedicate 20 MHz to both L1 & L2 and record both signals.
At this time we are requesting information packages from potential
sources on their capability to provide a commercial-off-the-shelf
(COTS) product that will meet our requirements. We are also interested
in receiving information from potential sources who do not have a COTS
product, but who can design, develop and demonstrate a unique solution
for us. Firms having applicable interest, capability, and background
should submit particulars in accordance with Numbered Note 25 to

expertise, personnel, and facilities. Responses to this synopsis must
be received within 15 days from the date of publication. For further

Respondents to this notice will be notified of the results of the
evaluation of information submitted. This synopsis is for information
and planning purposes only. It does not constitute an IFB or RFP, and
is not to be construed as a commitment by the Government. Firms
responding to this synopsis should state whether they are or are not a
small business concern or a small disadvantaged business concern as
defined in FAR 52.219-1 and FAR 52.219-2, respectively. The Air Force
reserves the right to consider a small business set-aside based on
responses hereto. An Ombudsman has been appointed to hear concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
