This Request for Information (RFI) is issued by the Utah Department of Health (UDOH), as a preliminary to issuance of an RFP in early 1998, which will procure the design, development, and implementation of a Medicaid only eligibility determination system. The RFI describes the concept the Division of Health Care Financing has for the eligibility determination system, and includes information necessary for a vendor to understand the Utah programs. This system will be operated and maintained outside of a TANF (Temporary Assistance to Needy Families) environment and will primarily serve the Medicaid and Child Health Insurance Program (CHIP) populations. This system will be operated by the Utah Department of Health, and will interface with other state systems including the human service's FAMIS eligibility system, the third-part liability recovery system, MMIS, and support managed care recipient enrollments, premium payments, imaging of documents, and coordinate with a proposed state-wide client eligibility registration database.
