To qualify for this contract, all firms must be able to obtain and maintain a facility clearance per the procedures of DoD 5220.22-M, National Industrial Security Program Operating Manual. This policy includes FOCI firms. A responsible offeror must have or be able to qualify for a Secret facility clearance with access to COMSEC information. If a firm does not have or cannot obtain the appropriate facility clearance, it cannot be considered a responsible offeror.
