of this synopsis is to modify the original synopsis that was posted on
June 12, 1997 which referenced solicitation number N00244-97-R-05126.
The original synopsis is modified to reflect a new SOLICITATION
NUMBER: N00244-98-R-0040. All sources that requested a copy of the
solicitation to the first synopsis issued on June 12, 1997 referencing
solicitation number N00244-97-R-5126, will not be required to resubmit
their request under the new solicitation number N00244-98-R-0040. The
solicitation will provide for the management and operation of U.S. Navy
and U.S. Marine Corps Child Development Programs for the COMNAVBASE San
Diego Region. This region encompasses the following activities: Marine
Corps Recruit Depot (MCRD) San Diego; Naval Amphibious Base
(AMPHIBASE) Coronado; Marine Corps Air Station, (MCAS) Miramar
(previously referred to as the Naval Air Station (NAS) Miramar); Naval
Air Station (NAS) North Island; Naval Submarine Base (SUBASE) San
Diego; Naval Station (NAVSTA) San Diego; and Naval Medical Center (NMC)
San Diego. In addition to the sites just listed, the following sites
have been added: Naval Air Station (NAS) Fallon, NV; Naval Air Station
(NAS) Lemoore, CA; Naval Air Facility (NAF) El Centro, CA; Naval Air
Weapons Station, Point Mugu, CA; and Naval Construction Battalion
Center, Port Hueneme, CA. The Contractor shall provide child care for
up to approximately 4,000 dependent children of eligible sponsors in
the San Diego area, through a combination of some or all of the
following: Contractor operated Child Development Centers located at the
bases listed above; Family Child Care (FCC) within the homes of
military personnel residing on Government installations; Family Child
Care within the homes of military personnel residing off of government
installations; and commercial Child Care Centers within the community.
The Contractor may use these types of providers in any combination to
achieve provision of the total required number of spaces, subject to
the terms, conditions, and limitation of the solicitation. Statutory
requirements that will apply include: Military Child Care Act of 1989,
Crime Control Act of 1990, and Service Contract Act (SCA) of 1965 (SCA
will not apply to FCC providers). An award decision is estimated late
in 1998. A firm fixed price contract with award fee provisions is
anticipated for a base and four option years. This solicitation is part
of a Government cost comparison to determine whether accomplishing the
specified work under contract or by Government performance is more
economical. Government employees shall have the right of first refusal
for employment. If Government performance is determined to be more
economical, this solicitation will be canceled and no contract will be
awarded. Interested sources should respond in writing. The
solicitation will be available approximately 30 January 1998. The
solicitation for the San Diego Area Regional Navy Child Care Program
