NASA/JSC plans to issue a Request for Proposal (RFP) for engineering services to monitor the testing, verification, and integration of the Data Management System -- Russia (DMS-R) into the Russian Service Module (SM). The DMS-R is required to operate and control the Russian SM which is an integral part of the International Space Station (ISS). Any problems encountered during testing, verification, and integration of the DMS-R into the SM, may impact the launch schedule of the SM and the entire assembly sequence of ISS. The period of performance is March 1, 1998 -- February 28, 1999. This procurement is being conducted under the MidRange Procurement Process. NASA/JSC intends to purchase the services from Liberated Incorporated. Liberated Inc. has an engineering expert residing in Europe (the required place of performance), who is knowledgable of the performance and design requirements of the DMS-R hardware and software. The engineering expert has participated in the development of system requirements and program plans for the overall ISS command and data handling system which will include the functions of the SM DMS-R computers; has previously participated in the preliminary design review for the DMS-R; in the development of the U.S. laboratory to SM interface control document (ICD); and in the development of the SM to DMS-R ICD. This procurement is reserved for small business. See Numbered Note 26. Interested firms have 15 days from the publication date of this synopsis on the NASA Acquisition Internet Service (NAIS) to submit in writing their qualification/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government not to compete this proposed contract, on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government.
