contemplates issuing a Request for Proposal (RFP) for a source of
Worker's Compensation Insurance as required by the Defense Base Act
(DBA). Under all United States Agency for International Development
(USAID) contracts involving any overseas performance, the contractor is
required by law to provide overseas employees with such insurance
pursuant to the Longshoremen's and Harbor Workers' Compensation Act
(commonly called the "Defense Base Act" or "DBA") (42 U.S.C. 1651 et
seq.). DBA insurance coverage applies to individuals employed under
USAID contracts or subcontracts or subordinate contracts regardless of
the duration of their assignment, and is over and above any State
Worker's Compensation Insurance coverage. Offers will be accepted from
insurance companies, as opposed to a broker or agent. However, brokers
and agents are encouraged to form an alliance with the insurance
companies. The RFP shall be issued on February 27, 1998 at 2:00 p.m.
(EST). The preferred method of distribution of USAID procurement
information is via the Internet. Only if you are unable to download
from the Internet, submit your request via fax (202) 216-3132, for the
RFP to be mail U.S. Postal on a hard copy or 3.5" floppy disk
(WordPerfect 5.1/5.2 format). Upon issuance, the RFP and instructions
may be obtain at the internet website "http://www.info.usaid.gov".
Select Business and Procurement Opportunities from the home page, then
"USAID Procurement." On the following screen, select "Download
Available USAID Solicitations." Receipt of this RFP through INTERNET
must be confirmed by written notification to the contact person noted
above. It is the responsibility of the recipient of this application
document to ensure that it has been received from INTERNET in its
entirety and USAID bears no responsibility for data errors resulting
from transmission or conversion processes. Upon written request,
offerors may pick up the RFP at the designated issuance date and time
indicated above at the USAID Visitor Entrance located at 14th Street
entrance. USAID is located at 1300 Pennsylvania Ave., Washington, DC
20523. Any RFPs not picked up shall be mailed via U.S. Postal at 3:00
