MEDIA IN A RCRA-PERMITTED TEST FACILITY The Applied Process Engineering
Laboratory (APEL) in Richland, WA, is under construction and scheduled
for startup April 1998. APEL will operate under a Washington State
Department of Ecology Research, Development and Demonstration (RD&D)
Test Permit under which users can lease short-term space in the
facility to test new technologies using large quantities of hazardous
wastes and contaminated environmental media. Users can lease permitted
space in APEL and conduct testing without making separate application
for a RCRA RD&D test permit. APEL provides high-bay test space and
infrastructure (process exhaust, effluent monitoring and discharge,
wastewater discharge permit, air permit, RCRA RD&D permit, utilities,
services, etc.) necessary to conduct large-scale testing and validation
using actual wastes and contaminated media. For more information
