This contract will provide mission essential technical support for
ground systems associated with spacelift operations. The effort will
require skilled technicians and sustaining engineering, tools,
technical knowledge and appropriate eqquipment to disassemble, replace,
reassemble, test, operate and maintain (O&M) Real Property Installed
Equipment (RPIE), Aerospace Ground Equipment (AGE), the South
Vandenberg Power Plant (SVPP) and Vandenberg Tracking Station (VTS)
Power Plant, cranes and hoists, towers, elevators, light fixtures,
pressure vessels, HVAC systems and gaseous nitrogen (GN2) type systems
to ensure operational availability and payload readiness including
electrical, mechanical, strutural systems (with required
certifications). This contract will require repair, calibration,
performace of scheduled maintenance, and providing reliable backup and
emergency power to various Space Launch Complexes (SLCs) during
pre-launch, launch, & post-launch operations. This effort will also
include corrosion control of the launch support facilities and
sustaining engineering of ground systems associated with the launch of
payload and instrumentation systems and subsystems of the 30th Space
Wing related programs. Additionally, technical support to include
engineering services, planning, design, studies and analyses,
fabrication and upgrades, modifications and improvements to existing
facilities, project coordination and scheduling, repairs and
refurbishments, quality control, drafting and cost estimation; and
ancillary support services for configuration management and utilities
conservation programs. Successful contractor must demonstrate among
other things; (a) evidence of, or ability to obtain secret facility
clearance; (b) adequate cost accounting system to support a cost
reimbursement contract (both cost plus award fee and cost plus fixed
fee); and evidence of past and present performance as it relates to
this acquisition. Contract will be for one year with 4 one-year option
periods. This acquisition is 100% set-aside for small business.
Standard Industrial Classification is (SIC) 8744, $20M. Small business
must perform at least 51% of the effort. It is anticipated that the
solictation will be released on 3 Feb 98 with proposals due 16 Mar 98.
