Keider, Contracting Officer, (904) 882-4294, ext 3404 The Air Force Research Laboratory (AFRL/MNAC) intends a sole source procurement with Alliant Techsystems Inc. for the development of the EPIC 2000 hydrocode. This hydrocode will build on EPIC 97, consolidating into a single integrated code several EPIC modifications (for example, parallelization, automatic rezoning, case fracture prediction) which are currently being developed for the Air Force and other government agencies by several different contractors. Alliant Techsystems Inc. haS been the primary developer of the EPIC hydrocode over the last twenty years. The value of this proposed three-year contract is approximately $200,000.00 which will be divided roughly equally over the three years of the effort. All responsible sources may submit an offer. Lt Col Robert Wood has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. Existence of an Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process and, therefore, for routine matters on individual solicitations, please contact the technical and contractual personnel listed above.
