CONTRACT INFORMATION: The contract will be for one base period and
will contain an option to extend for up to two additional periods. The
contract amount for the base period and any option period will not
exceed $750,000. The total contract amount is $2,250,000. Individual
task orders shall not exceed the contract amount. Task orders will be
assigned based on the AE's workload, geographic area, specialized
experience and project requirements. The concentration of work will be
for the Baltimore District but may be used throughout the United
States. SIC is 8713. 2. PROJECT INFORMATION: Work may consist of
performing topographic, hydrographic, aerial, geodetic, and cadastral
surveys, along with utility investigation, monumentation, preparation
of survey plats and legal descriptions and the associated research
effort, preparation of drawings and computation of volume quantities
for various project areas within the Baltimore District boundaries.
Surveys shall be provided in digital format using AutoCAD release 14 or
later software an/or the latest version of Microstation. Topographic
surveys that are provided in AutoCAD shall have existing contours
produced by a TIN of the surveyed point data using Softdesk version 8
software. The firm shall be able to acquire and provide multi-beam
hydrographic data when requested. The firm selected shall have minimum
of two (2) licensed land surveyors and one (1) ACSM-certified Inshore
Hydrographer. The firm shall be experienced with the Corps of
Engineers Hydrographic Manual, Topographic Manual, Survey Markers and
Monumentation. SUBCONTRACTING PLAN REQUIREMENTS: If the selected firm
is a large business concern, a subcontracting plan with the final fee
proposal will be required,consistent with Section 806 (b) of PL
100-180, 95-507, and 99-661. A minimum of 30% of the total planned
subcontracting dollars shall be placed with small business concerns. At
least 15% of total planned subcontracting dollars shall be placed with
small disadvantaged businesses, including Historically Black College
and University or Minority Institutions, and 8% with women-owned small
businesses. The plan is not required with this submittal.
Participation of small businesses (SB), small disadvantaged businesses
(SDB), historically black colleges and universities (HBCU), and
minority institutions (MI) will be considered regardless of whether the
SB, SDB, HBCU or MI is a subcontractor or teaming partner. 3.
SUBMISSION REQUIREMENTS: See Note 24 for general submission
requirements. (Note 24 is written in detail in any Monday issue of the
CBD). Interested firms having the capabilities to perform this work
must submit: SF 255 & SF 254for the prime and joint venture(s) and SF
254 for all the consultants of the proposed team. In SF 255, block 3b,
provide the ACASS number for the prime firm. In SF 255, Block 6,
provide the ACASS numbers for each consultant, (if available).
Proposals are due by 19 February 1998 to US Army Corps of Engineers,
City Crescent Building, 10 South Howard St., Room 7000, Baltimore, MD
21201. Solicitation packages are provided only to the selected firm
after selection approval. Shortlisted firms will be Interviewed by
