FOR DISIGN OF VARIOUS CONSTRUCTION AND MAINTENANCE AND REPAIR PROJECTS
FOR THE OKLAHOMA ARMY AND AIR NATIONAL GUARD AT LOCATIONS THROUGHOUT
THE STATE. SOL TBD DUE 022398 POC Captain John M. Venaglia, Contracting

(405) 686-5172. Pre-solicitation Notice for Architect-Engineer Services
for the Oklahoma Army and Air National Guard. Primary award will be in
support of the Will Rogers Air National Guard Base located at the Will
Rogers World Air Port, and the Oklahoma Army National Guard both in
Oklahoma city, Oklahoma. Other work in support of the National Guard in
other locations throughout the state are possible. Contrat type is firm
fixed price (FFP), Indefinite -- Delivery/ Indefinite -- Quantity. The
Contract period is one year from date of award. The government may at
its option extend the contract beyond the intiial year for an
additional one year period. As extended the total contract period will
not exceed two years in duration. The annual contract award limit is
a maximum of $1,500,000 of all delivery orders combined. Individual
delivery orders shall not exceed $300,000 each. A minimum fee of $5,000
will be guaranteed against the base contract. Evaluation criteria for
A-E selection, in descending order of importanceare as follows: (1)
Professional qualifications of the firm, principal staff, and
consultants. disciplines required are Architect, Civil, Electrical,
Mechanical, Structural, Environmental, Corrosion, and Fire Protection.
Any required cathodic protection survey and desing must be performed
by a National Association of Corrosion Engineer (NACE) accredited
Corrosion Specialist. The Corrosion Specialist shall have a minimum of
five years experience in the design of cathodic protection systems.
This accreditation must have been obtained in the field of cathodic
protection. Cathodic tests include soil resistivity and water
conductivity. Airfield pavement desing shall be accommplished by a
registered professional civil engineer with a minimum of five years
experience desinging airfield pavement on military airfields and or
military and commercial airports; (2) Specialized experience and
technical competence in the tye of work required, including, where
appropriate, experience in energy conservation, pollution prevention,
waste reduction, and the use of recovered materials; (3) capacity to
accomplish the work in the required time; (4) Past performance on
contracts with Government agencies and private industry in terms of
cost control, quality of work, and compliance with performance
schedules; and (5) Location of firm in the general geographical area of
Oklahoma city, Oklahoma, provided that application of this criterion
leave an appropriate number of qualified firms, given the nature of the
requirement. Telegraphic and facsimile SF 254 and 255's will not be
accepted. See Numbered Note 24. This is not a request for proposal.
Interested A&E firms are invited to submit completed Standard Form 254
and 255's to Captain John Venaglia at the above adress no later than
February 23, 1998 or 30 days after this announcement first appears in
the CBD whichever is later. this is an unrestricted procurement action
