D -- RELEASE OF SOLICITATION FOR THE FEDERAL RELAY SERVICE (FRS) ACQUISITION SOL TQC-JH-98-0001 POC Juanita E. Harvey, Contract Specialist, (703) 610-2805 The General Services Administration (GSA), Federal Telecommunications Service (FTS) intends to issue a solicitation for the Federal Relay Service (FRS) acquisition to replace the current Federal Information Relay Service (FIRS) which acts as an intermediary for telecommunications between hearing individuals and individuals who are deaf, hard of hearing, and/or have speech disabilities. This government-wide acquisition is a near-term FTS service initiative and is one of several acquisitions under the FTS Program. The intent of the FRS acquisition is to achieve a domestic and non-domestic telecommunications relay service for Federal employees conducting official Government business and for the general public conducting business with the Federal Government to access Federal information sources. In addition to the services provided under the current FIRS contract, the Government intends to solicit, under the FRS acquisition, video relay, speech-to-speech, and Spanish-to-Spanish services with all services available 24 hours a day, seven (7) days per week on an international basis. The Government intends to award one firm fixed-price, indefinite delivery, indefinite quantity contract for a 24-month term, and three one-year options to extend the term of the contract. Interested parties' requests should include: the solicitation number, company name, point of contact name, address, telephone number, fax number, Internet E-mail address, DUNS number, and business size (large, small, small disadvantaged, women owned, 8(a)). GSA intends to release the Solicitation on or about February 11, 1998. Upon release, GSA will make available electronic copies of the Solicitation, in Microsoft Word 6.0 format, and on the Internet World Wide Web at the following address: http://post.fts2k.gsa.gov/frs. Additionally, GSA will distribute electronic copies of the Solicitation, in the same format, on a 3.5-inch PC format diskette(s), to all interested parties on the solicitation mailing list. Only one diskette will be sent to any one address. GSA will not make available hard copies of the Solicitation. (0020)
