U. S. Army Aviation and Missile Command (AMCOM) intends to procure an
effort entitled "Engineering and Technical Services (ETS) in Support
of Security Assistance Management Directorate (SAMD) U.S.Army Aviation
and Missile Command (AMCOM)." The objective of the effort is to
provide international technical support in the form of studies,
analyses, evaluation, plans development, consultations, and liaison to
support the U.S. Government in providing technical assistance to
foreign governments regarding aviation and missile, and associated
weapon systems acquisition and/or support. The period of performance
shall include a base year and two one-year options for a total
performance period of three years. The first year shall include a base
effort of 100 hours plus a surge option containing up to 60,000
additional hours. Each of the two one-year options also contain a total
of up to 60,000 hours. This requirement has been accepted by the Small
Business Administration for limited competition among eligibleSection
8(a) firms. The applicable NAICS code is 54133, formally SIC Code
8711. The type contract anticipated for this effort is
cost-plus-fixed-fee for the labor line items and cost reimbursement for
travel and other direct costs. A SECRET facility and SECRET storage
capability, or execution of a written agreement to establish such a
facility and storage capability within 30 days of contract execution,
will be required of the successful offeror. The solicitation will
include provisions for restricting organizational conflicts of
interest. The geographical location for the principal place of
performance is Huntsville, Alabama. Eligible firms interested in

will be available elecronically through the AMCOM Electronic Bulleting
Board System (BBS).To log in to the BBS, modem settings should be s
follows: 9600 to 300 baud, 8 bit, 1 stop, no parity, and terminal

Offerors will be allowed 30 days response time for receipt of proposals
