combined synopsis/Request for Quotation (RFQ) for commercial item
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. We are
planning to issue a Sole Source Award to Flight Safety for the
following requirement. If there are any interested parties, please
respond to this Solicitation. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-41. This acquisition is unrestricted. This SIC
code is 8299 size $12.5 million. Delivery shall be FOB Destination to
Andrews AFB MD. Responses to this RFQ must be received by 30 Jan 98.
Delivery and Finance addresses will be provided upon award.
SPECIFICATIONS/STATEMENT OF WORK: Course will provide training in the
following areas: Crew resource management, FAR regulations/aircraft
review, decompression/oxygen systems review, hazardous materials,
emergency equipment training, bloodborne pathogens/foodborne illness
training, unplanned ground evacution procedures, emergency equipment
procedures review, unplanned ditching evacuations, abnormal situations,
simulator drills, and service procedures. Two classes, one consisting
of 26 students, and the other of 5 students, will be taught per the
following breakdown: Crew resource management 1 hour FAR
regulations/aircraft review 1.5 hours Decompression/oxygen systems
review 2 hours Hazardous materials 1 hour Emergency equipment training
2.5 hours Bloodborne pathogens/foodborne illness 2 hours Unplanned
ground evacuation procedures 3.25 hours *in simulator* Emergency
equipment procedures review 1 hour Unplanned ditching evacuations 3.25
hours *in simulator* Abnormal situations 1 hour Simulator drills 7
hours Service procedures 6 hours Written exam 1.5 hours Training will
be conducted in a formal classroom atmosphere where the military
personnel aretaught separately from the civilian flight attendants for
numerous reasons. Classes need to be in place and ready to go by 1

Past performance and descriptive literature rate higher than Price.
Offerors are required to document past performance suitably and provide
opportunity for verification. The following provisions apply to this
