ISSUANCE OF DRAFT SOLICITATION AND PRE-SOLICITATION CONFERENCE FOR THE
FAMILY HOUSING PRIVATIZATION PROJECT, ROBINS AIR FORCE BASE, GEORGIA
-- PURPOSE: The Air Force issued a draft solicitation for the West
Robins Housing Privatization Project on 16 Jan 98. The draft
solicitation and related documents are posted on the internet at
http://contracting.robins.af.mil/houspriv.ssi. A pre-solicitation
conference will be held on 10 Feb 98 at Robins AFB to discuss and
solicit feedback from industry on the draft solicitation. The Robins
housing goal is to provide access to safe, quality, affordable housing,
in a community where military families will choose to live. The project
involves a real estate transaction with a private party under which the
Air Force will contribute land, improvements, and housing units by
conveyance of fee ownership, and funds in the form of a direct loan
and/or limited guarantee of third party debt. In exchange, the private
party will obtain financing to plan, design, develop, demolish,
construct, renovate, maintain, and manage a rental housing development
for military members and their families for approximately 30 years.
The private party will own the land, improvements, and housing units,
and the military members will pay rent directly to the private party.
Robins would like to satisfy this portion of its military housing need
through selected use of the wide range of authorities provided in the
Military Housing Privatization Initiative included in the 1996
National Defense Authorization Act, Public Law 104-106 (Title 10 USC,
Sections 2871 -- 2885) instead of the traditional military construction

The Military Housing Privatization Initiative permits the construction
and renovation of housing units using "market standards." The project
scope of 670 units includes demolishing 366 units and constructing 370
housing units within two years of contract award, and renovating 300
existing housing units within eight years of contract award. The
project identifies the Government's desire to construct up to 90
additional housing units to reduce the Robins AFB housing deficit
within two years of contract award and to replace the 300 existing
units instead of renovating. The Government's desires are not part of
the basic proposal requirements but will be considered a positive
attribute. The additional 90 units will be considered an attribute only
if the proposal meets or exceeds all other technical requirements.
Military ranks E-5 through E-9 (enlisted ranks) and O-1 through O-6
(officer ranks) are considered the most likely tenants to occupy this
housing. Housing allowances for these ranks are the basis for
determining the range of unit types provided and associated rent
amounts. Military occupants will use part of their housing allowances
to pay for electricity and gas utility costs. The Air Force's
requirement is that rent plus utilities approach military members'
housing allowance. Robins AFB plans to use a "best value" strategy to
encourage maximum flexibility in proposal development and to select the
proposal that best realizes the Robins housing goal and demonstrates
the private party's commitment to a long-term relationship with Robins
Air Force Base. Interested parties are urged to submit their questions

date, time, and place of the pre-solicitation conference is also posted
