approximately 1,315 lineal feet of deteriorated anchored steel sheet
pile bulkhead, upgrading and replacement of electrical, potable water,
wastewater, lighting, telephone, and cable TV utilities and extension
of the existing boat hoist. All work shall be accomplished in
accordance with Specification and Drawing No. 01-L6001. Base bid with
line item options. All work shall be completed within 335 calendar days
after award. Plans (half-size), specifications, and all necessary bid
documents will be available 5 February 1998 and may be obtained by
submitting a check in the amount of $35.00 per set (non- refundable)
made payable to the U. S. Coast Guard. To receive a solicitation and be
placed on the bidders' list interested parties must submit a written

Solicitation No. DTCG47-98-B-3EFK04 is 10 March 1998 at 2:00 p.m. in
Norfolk, VA. Estimated construction cost is between $1,000,000.00and
$5,000,000.00. The solicitation is unrestricted IAW the Small Business
Competitiveness Demonstration Program. For Minority, Women-owned and
Disadvantage Business Enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has programs to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, performance and
payment bonds up to $1.0 million per contract. The DOT provides an 80
percent guaranty on the bond amount to a surety against losses. Loans
are also available under the DOT Short Term Lending Program (STLP) at
prime interest rates to provide accounts receivable financing. The
