Labor/Employment and Training Administration is soliciting bids for the
rehabilitation of specific areas of the former Metropolitan Hospital to
construct vocational, educational, administrative, medical/dental, food
service, and dormitory spaces for the Job Corps program. The
approximate space involved for the building is 82,000 gsf. Also, the
work includes the construction of a new Physical Fitness Center at
approximately 16,500 gsf; and the Building and Apartment Maintenance
(BAM) at approximately 5,000 gsf. The construction completion date of
the project is estimated to be 365 calendar days from Notice to
Proceed. The estimated cost range for construction is $5 Million to $10
Million. Plans and Specifications will be available on or about
February 3, 1998, only from the Architect/Engineering firm of Doshi and
Associates, Inc., 1607 Big Beaver Road, Troy, Michigan 48083. Contact

this project. Collect calls will not be accepted. It is emphasized
that requests for plans and specifications should be directed to the
A/E firm listed above to ensure proper handling of requests. Requests
must be in writing, and a $300 refundable bid deposit is required. The
bid-deposit must be in the form of a certified check, cashier's check,
or money-order, made payable to the U.S. Department of Labor, and
submitted to the A/E firm at the time of the request. Plans and
Specifications will be made available for pick-up at the A/E's office,
or may be arranged for delivery at an additional charge. Any
additional shipping and/or handling charges must be pre-paid and COD
requests will not be accepted. Requests will be answered on a
first-come, first-serve basis until supplies are exhausted, the
Contracting Officer may determine whether or not payment of a fee is
warranted. This nonrefundable fee shall not exceed the actual cost of
duplication of the IFB documents, plus COD charges. A Pre-Bid Walk-Thru
is scheduled for February 24, 1998, at 10:00 A.M. local time at the
Detroit Job Corps Center, (former Metropolitan Hospital) 1800 Tuxedo,
Detroit, Michigan 48227. Bid Opening Date is scheduled for March 19,
1998, at 2:00 P.M> local time. This procurement is being offered on
an unrestricted basis (Full and Open Competition) and is subject to
Public Law 95-507 and includes Clause No. 52.219-8, "Utilization of
Small Business Concerns and Small Disadvantaged Business Concerns," and
Clause No. 52.219-13, "Utilization of Women-Owned Small Businesses."
The successful contractor shall assure that small business concerns,
small disadvantaged business concerns, and women-owned businesses have
the maximum practicable opportunity to participate in the contract
performance consistent with efficient performance of the contract. The
