Provide labor, materials, and equipment to install a new 2500 KVA
substation at USCG Integrated Support Command, Honolulu, Hawaii. Work
includes demolition of the existing 1500 KVA substation, installation
of a new 2500 KVA substation, medium voltage (15 KV) work, low voltage
work, programmable relays and instruments, and protective coordination
study for the new substation. All work shall be completed within 360
calendar days after receipt of Notice to Proceed. Contrator must
provide information on at least two projects involving similar
substation installation of 2500 KVA or larger accomplished within the
past two years. Contractors not meeting the qualifications requirement
need not apply. This solicitation is issued under and the resulting
contract awarded under the Small business Competitiveness Demonstration
Program (PL 100-656). The construction range is between $250,000 to
$500,000. Only faxed or written requests for bid packages are
acceptable. This Notice is for Informational Purposes for Minority,
Women-Owned and Disadvantaged Business Enterprises: The Department of
Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSDBU), has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
This is applicable to any eligible prime or subcontract at any tier.
The DOT Bonding Assistance Program enables firms to apply for bid,
payment, and perforamnce bonds up to $1.0 million per contract. The DOT
provides an 80 percent guaranty on the bond amount to a surety against
losses. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
