synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation ( FAR) Subpart 12.6, as
supplement with additional information included in this notice. This
announcement constitutes the only solicitation; quotes are being
requested and a written solicitation will not be issued. The
solicitation documents and incorporates provisions and clauses in
effect through Federal Acquisition Circular (FAC) 97-02. This
solicitation is issued under Simplified Acquisition Procedures (SAP),
FAR Subpart 13, including the test Program and is 100% small business
set aside . The Standard Industrial Classification is 3483 and Business
Size Standard is 1,500 employees. The solicitation is issued under
Request for Quotation (RFQ) # 80067. The contract is a Firm Fixed
Price, Indefinite Delivery-Indefinite Quantity Contract for one year
plus four (4) one year options. CLIN# 1: 12 GAUGE SHOTGUN BARRICADE
PENETRATING ROUNDS: A guaranteed minimum quantity of10,000 rounds,
maximum quantity of 100,000 rounds: Specification: The 12 gauge
penetrating rounds shall contain a liquid encapsulated in a breakable
container. The liquid shall be nonflammable and non-toxic at high level
in confined areas, and shall contain approximately 0.6 grams of
O-Chlorl-Benzylidene-Malononitrile (CS). Practice rounds shall be
available that duplicate the performance of the service round. The
rounds will be color coded black and marked as inert rounds. The rounds
will contain the same carrier as the live rounds, but will not contain
any chemical agent and shall not detonate in temperature conditions
from 0 to 120 degrees Fahrenheit nor explode at any concentration level
as a result of contents being dispersed in an environment where
heat/flame is present. Rounds must be clearly marked with the chemical
contents, name of the munition and the appropriate color code
identifying the chemical agent therein, the expiration date plus any
other warning deem necessary. The munitions shall have ashelf life of
at least four (4) years, packaging and shipping should enhance the
shelf life to protect against heat and humidity. The fired round shall
have the capability of penetrating at a minimum distance of 35 yards
for each of the following: an automobile windshield, 3/4" plywood, 1/4"
plate glass, a hollow core door and double panel storm window and
screen. The accuracy of the round shall be sufficient to insure that
90% of all rounds fired impact within a 12" circle at a distance of 50
yds. The test weapon shall be a Remington 12 gauge shotgun with a 14"
barrel and modified chock, equipped with rifle-type sights. The rounds
will be fired at a distance up to 100 yards for accuracy and
penetration. The average velocity of the round shall be 1,250 feet per
sec. the extreme velocity variation shall not exceed 125 feet per sec.
CLIN #2: 40 MILLIMETER (40MM) BARRICADE PENETRATING ROUNDS: A
guaranteed minimum quantity of 5,000, maximum quantity of 50,000: The
same criteria for the 12 gauge round shall apply, except the average
velocity of the 40MM rounds shall be 550 ft per second or higher not to
exceed 850 ft per second. The extreme velocity variation shall not
exceed 65 ft per second. The 40MM round shall contain approximate 3.5
grams of CS. The test weapon will be M79 grenade and M203 40MM
Launchers. CLIN # 3: SMOKE GRENADES: Minimum quantity of 5,000, maximum
quantity of 30,000 smoke grenades: Grenades shall be available in
different colors, containing the standard mixture (determined by the
manufacture) for smoke grenades. A Material Safety Data Sheet is
required to identify toxic materials contained within the grenade
released during the burning process. Burn time of the grenade must be
45-150 seconds. The grenade body shall be constructed of aluminum or
steel. The fuze type shall be the M201A1 fuze system. The fuze delay
time shall be 1.5 seconds. The grenade shall have the capabilities of
being launched with the appropriate launching attachment to the 870 12
gauge shotgun. The body of the grenade shallbe marked with the color
of smoke, an shall have all WARNING such as, for outdoor use only, fire
potential, for trained personnel only, warning on medical treatment
(included in the Material Safety Data Sheet), procedure for throwing
the grenade properly with delay time stated on the grenade body, the
date of manufacture and expiration, and the company's name and address
with the number that indicates the model of the grenade. The shelf
life shall be four (4) years and be packaged to protect against heat
and humidity. FOB- Destination to FBI, Training Unit, Quantico,VA.,
Delivery begins 30 ARO. Warranty one year or better. The FBI reserves
the right to make multiple awards. The award (s) will be made to the
responsive, responsible offeror submitting the lowest priced
technically acceptable offer and meeting all terms and condition set
forth in this solicitation. The following FAR Provisions are
