synopsis for 60 each Standby Attitude Indicators to be installed on the
MH-60K and MH-60E Aircraft. This system must be totally self-contained
and be able to display the following information simultaneously:
Pitch, Roll, Side Slip, Heading, Airspeed, and Vertical Speed. This
will be a fully competitive unrestricted contract action. This is not
a request for a developmental item. Contractor may modify existing
commercial off the shelf items to meet the Specification outlined
below: 1. The system must totally self-contained and be able to display
the following information simultaneously: a. Pitch b. Roll. c. Side
Slip. d. Heading. e. Airspeed. f. Vertical Speed. 2. Must be NVIS
compatible per MIL-L-85762. 3. The system must be qualified to
ADS-37A-PRF (Aeronautical Design Standard, Electromagnetic
Environmental Effects (E3) Performance and Verification Requirements
for a Flight Critical Component. 4. The system must be qualified to
operate in the environment (temperature, altitude, vibration,
dust/sand, etc.) that an Army Aircraft must operate. (will be provided
with the solcitation). 5. The system must operate on 28 VDC aircraft
power per MIL-STD-704. 6. The display is to be 3ATI size, no longer
than 9.0 inches (without connectors) and weigh less than 4.0 lbs. 7.
The indicator must be capable of being mounted on various instrument
panels (18 for the MH-47E and 30 for the MH-60K) without changes to the
box. 8. Total system shall weigh less than 10 lbs. 9. The Roll Pointer
(Bank Index Pointer) shall indicate the degree of bank in the
direction of the bank (i.e. the roll pointer shall move clockwise when
the aircraft enters a right bank and indicate the degree of bank. 10.
The system shall have the following accuracy: a. Attitude: 1) Static
0.5 degrees max 2) Dynamic 4.0 degrees max b. Airspeed: 1) 60 KIAS 6.0
KIAS 2) >60 KIAS 2.0 KIAS c. Altitude: 1) Sea Level 15 feet 2)
10,000 feet 20 feet d. Data Latency < 20 msece. Lateral Acceleration
0.02 g 11. Display shall meet the following: a. Display size of 2.4 x
2.4 viewing area. b. 240 x 240 colors. c. Minimum of 20 Hz refresh
rate. d. Display colors are to be a standard FAA color set. 12. System
to be certified to the following Federal Aviation Administration
Technical Standard Orders or their equivalents: a. TSO-C2d, Airspeed
Instruments. b. TSO-C4c, Bank and Pitch Instruments. c. TSO-C10b,
Aircraft Altimeter. d. TSO-C113, Airborne Multipurpose Electronic
Displays. 13. Baro set must be pilot selectable in either Hg or
milibars and must be capable of being set and transmitting its setting
over an ARINC 429. 14. The unit must have 5 VDC lighting for its
bezel. 15. Reliability: a. Magnetometer > 50,000 hours b. Air Data
Computer >100,000 hours c. Attitude Indicator > 10,000 hours 16.
System must be able to have the aircraft reference symbol adjusted in
flight to correct for difference in aircraft attitude during straight
