The Naval Air Warfare Center Aircraft Division Lakehurst intends to solicit for the procurement of 612 gas detection units on a sole source basis from RAE Systems of Sunnyvale CA. The Department of the Navy (DON) advertised its requirement for a gas monitoring system that could effectively monitor gas levels generated by all types of commercial and military jet fuel on two prior occasions in the Commerce Business Daily. Specifics were contained in Requests For Information announcements #N68335-96-RFI-617, issued on 06 August 1996, and #N68335-97-RFI-710, issued on 15 May 1997. Responding companies submitted information to the DON on the products they currently provide commercially that might meet the DON's requirements. The information provided was reviewed and products potentially capable of meeting the DON's requirements were tested. Testing has been completed and the MultiRAE gas monitor system is the only system which successfully satisfied all testing requirements. The acquisition is for supplies for which the Government does not own specifications or drawings to permit full and open competition. The Government intends to procure these supplies under the authority of U.S.C. 2304 (c) (1), as implemented by FAR 6.302-1. Firms with a currently offered commercial product that is capable of meeting the performance requirements identified in N68335-97-RFI-710 may submit information or a proposal which may be considered by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. (0021)
