under SIC code 3542; the size standard applicable to this procurement
is 500 employees. The National Institute of Standards and Technology
(NIST) has a requirement for a laboratory size, co-rotating twin screw
extruder. The extruder shall have the following processing
capabilities: (1) downstream addition of powders, pellets, low bulk
density materials and reactants; (2) reactive processing; and (3)
changing process conditions during processing. In addition, the
extruder shall possess the following: (1) 2-3 HP variable speed drive;
(2) segmented barrel for processing flexibility; (3) sectioned screws
for interchangeability between segments; (4) an L/D greater than 30;
(5) vented barrel; (6) means of measuring melt temperature, torque,
screw speed and barrel pressure; (7) clam shell barrel design for ease
of cleaning and process monitoring; (8) option for updating to
computer-controlled processing; (9) 0-5 volt analog output on all
thermocouples, transducers, and screwspeed; and (10) feeder with deep
flighted screw(s) for handling pellets. THIS IS A COMBINED
SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. Solicitation 53SBNB867030 is issued as
a Request for Quotation (RFQ). Award will be made based on technical
acceptability and price, with technical acceptability being
significantly more important than price. An item must meet all
specifications to be considered technically acceptable. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-02. The provision at
FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this
acquisition. Required delivery is FOB Destination, Gaithersburg, MD,
within 90 days after award. All responsible small business firms may
submit a quote which shall be considered by the Agency. All offerors
are to include with their offers a completed copy of the following
provisions: 52.212-3, Offeror Representations and Certifications --
Commercial Items, and 52.225-1, Buy American Certificate. (These
