marshg@rl.af.mil. The Air Force Research Laboratory desires to purchase
a ruggedized commercial off the shelf (COTS) high performance computer
(HPC) to perform signal processing in field demonstrations. The HPC
must sustain greater than 150 billion IEEE floating-point operations
per second (GFLOPS) on benchmark signal processing tasks and sustain
continuous input of 1.0 GB/sec using an interface that supports
heterogeneous networks using COTS hardware. The HPC must have a
bisection bandwidth of greater than 3 GB/sec. The HPC must have 60 GB
disk subsystem with 20 MB/sec sustained read/write rate. The benchmark
problem sets will each consist of 5 -- 50 Mbytes of information that
must be demonstrably handled with both high sustained throughput and
low latency. The HPC must permit rapid replacement of any components in
the field that are likely to fail under rugged conditions. The HPC must
be contained in no more than three 9U VME Chassis. It must have a
TCP/IP network connection at 100 MBits/second to a cluster of
Unixworkstations using commercially available network cards on the
workstations. The HPC must be programmable using the C and C++
languages with MPI for message passing. The RFP will be released no
sooner than 13 Feb 98. The Request for Proposal will be available
electronically on the World Wide Web. Go to the Air Force Research
Laboratory Home Page at the following Internet address:
http://www.rl.af.mil. Select "Business Opportunities," then select
"Local Business Opportunities." An Ombudsman has been appointed to hear
significant concerns from offerors or potential offerors during the
proposal development phase of this acquisition. Routine questions are
not considered to be "significant concerns" and should be communicated
directly to the Contracting Officer, E.J. Rena, Phone 315/330-7518.
The purpose of the Ombudsman is not to diminish the authority of the
contracting officer or program manager, but to communicate contractor
concerns, issues, disagreements and recommendations to the appropriate
government personnel. The Ombudsman for this acquisition is Vincent
Palmiero, Chief, Policy and Management Division at phone 315-330-7746.
When requested, the Ombudsman will maintain strict confidentiality as
to the source of the concern. The Ombudsman does not participate in
the evaluation of proposal or in the source selection process. The
Ombudsman should only be contacted with issues or problems that have
not been previously brought to the attention of the Contract
Specialist/Contracting Officer and could not be satisfactorily resolved
at that level. No telephone requests for the solicitation will be
honored. All requests must be addressed to the attention of the
Contract Specialist, Gail E. Marsh, via the address above or by FAX at
315-330-7513. The request should reference the code N-8-5709-O, and
contain the respondent's FAX number, e-mail address and Commercial and
Government Entity (CAGE) code. All responsible sources may submit a
proposal in response to the RFP which shall be considered. (0021) Loren Data Corp. http://www.ld.com (SYN# 0341 19980123\70-0004.SOL)
