The FISC Norfolk Detachment Philadelphia intends to acquire new technical manuals, related revisions, and associated services through sole source negotiations with the intent of awarding a fixed price, indefinite delivery, requirements contract to Sikorsky Aircraft Corporation. The authority permitting other than full and open competition is 10 USC 2304(c)(1). The ordering period for the base year will begin 1 Sep 1998 through 31 Aug 99, and contain two one-year options that follow successively. The Naval Air Technical Services Facility will be responsible for the issuance of orders for aeronautical technical manuals and other data/services required in support of the CH/MH-53E, SH-60B, SH-60F, HH-60H/J, VH-3D, VH-60N, VH-3D (SLEP) and source data generated as a result of approved ECPs for the SH-3H, UH-3H, VH-3A, RH-53D, and CH-53D helicopters. The estimated annual quantities are as follows: 9250 pages are revisions to existing technical manua! ls, 5950 ! pages are new technical manuals, and 4300 pagesare contractor source data. In addition, the following estimates are hereby provided: an estimated 1000 labor hours are required to prepare Technical Manual Data Cards and 200 labor hours for contractor support. Finally, travel is estimated at a NTE amount of $300,000 per year with an annual amount NTE $750,000 possibly required for task description. The applicable SIC code is 2741.
