This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals Are Being Requested And A Written Solicitation Will Not Be Issued. Solicitation number N00164-98-Q-0075 applies and is issued as a request for quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-45 and Defense Acquisition Circular 91-11. The standard industrial code is 2097 and the business size standard is 500 employees. This requirement is for a Firm Fixed Price, Indefinite Delivery-Indefinite Quantity contract, for a period of 5 years. One line item plus four options as follows. Line item 0001: Crushed Ice, Quantity 20,000 bags; Quantity Variation +/- 10%. Period of Performance From Date of Issuance through 31 Dec 1998. Line item 0002: Option Year One same as line 0001, period 1 Jan 1999 through 31 Dec 1999. Line item 0003: Option Year Two same as line 0001, period 1 Jan 2000 through 31 Dec 2000. Line item 0004: Option Year Three same as line 0001, period 1 Jan 2001 through 31 Dec 2001. Line item 0005: Option Year Four same as line 0001, period 1 Jan 2002 through 31 Dec 2002. The government is currently only exercising line item 0001, options will only be exercised as funded. Total Maximum Quantity Allowable on this order SHALL NOT EXCEED 150,000 bags. Ice Specifications are as follows; Scope: This requirement is issued to fulfill NAVSURFWARCENDIV CRANE usage demands. Applicable Documents & Quality Assurance Provision: Contractor shall be listed in the Directory of Sanitary Approved Food Establishments for Armed Forces Procurements {in conus}. General Requirements: Contractor shall provide two icehouses. Contractor shall be responsible for all maintenance and repair of the icehouses. For sanitation purposes contractor shall ensure icehouses are kept clean and free of debris/ice build-up. Each icehouse has a capacity requirement of minimum 400 bags and shall maintain a minimum of 200 bags each. Icehouses shall be located at Building 2532 and Building 5 on center. Contractor shall utilize a Freezer-Type truck for ice delivery. Crushed Ice shall be provided in 7 to 10 pound bags. Contractor shall indicate pounds per bag and price per bag in quotation. Delivery is F.O.B. Destination NAVSURFWARCENDIV CRANE. Contractor is responsible for establishing a route, based on usage for the period 1 Jan through 31 Dec. Contractor shall provide additional ice and portable ice houses within 24-hours after notification by the government during the period. Government Furnished Utility: The government shall furnish electricity for icehouses. A fixed price purchase order will be awarded based on Simplified Acquisition Procedures (SAP). In SAP, this procurement is exclusively reserved for Small Business concerns in accordance with FAR clause 52.219-1. Award will be made based on all or none. All responsible sources may submit an offer which will be considered by the Agency.
