combined synopsis/solicitation for a commercial item prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The Solicitation Number is
1PI-R-0974-98 and this solicitation is issued as an Request for
Proposal (RFP). The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
97-03. The Standard Industrial Classification Code is 9999, and small
business standard is $5.0. Contract Line Item is: Item 0001, ROLL
TINTER, FOR 22" HARRIS PRESS. Quantity: 1 each. Product offered must
meet the following product description: (1) Paper Tinter must be
capable of attaching directly to Harris 22" Web Tinter Press.
Electrical requirements should be able to match a 230 Volt Three Phase
Web Press, (2) Tinter must be capable of operating without the useof
external sources. Must be web driven so that there is no mismatch of
operation speeds, (3) Tinter must be capable of paper tinting using
only water based inks without stretching paper. Capable of tinting at
speeds between 1200-1500 RPM, (4) Tinter must apply water based inks
and dry without the use of external driers, (5) Roller impressions must
be automatic for any thickness of paper. The operator should not have
to adjust pressure each time the tinter is used, (6) Unit should be
capable of changing ink colors within 20 feet of paper roll out, (7)
Unit should be able to change colors automatically via a remote control
unit, without the operator manually performing a washup. System should
not be capable of starting when system is changing color, (8) There
should be a minimum of six (6) color tanks with a capacity of not less
eight (8) gallons each, (9) Successful bidder will be required to
install equipment at site, provide at no addditional charge any bolt-up
bracing or electrical hook up. Successful bidder will provide all
installation and 24 hours of staff training, (10) Warranty should be a
minimum of six (6) months after installed. Vendor must provide a
written warranty statement with offer. Description literature is
required to be submitted with offer. Clause 52.214-21, Descriptive
Literature applies. Warranty of product must be included in descriptive
literature. Offer should state if you will demonstrate product at USP
Leavenworth, KS. if requested prior to award. The successful offeror
will be requested to set-up equipment purchased and run the equipment
at USP Leavenworth, KS. The set-up will include the training of staff
at USP Leavenworth, KS. Delivery and acceptance F.O.B. Destination to
Federal Prison Industries, USP Leavenworth, 1300 Metropolitan Avenue,
Leavenworth, KS. 66048. Federal Prison Industries intends to enter into
a Firm Fixed Price Type Contract, and prior of performance is from date
of award through thirty (30) days thereafter. Delivery requirement is
30 days after award. The provision at FAR 52.212-1, Instructions to
Offerors -- Commercial, applies to this acquisition. Clause 52.212-2,
Evaluation-Commercial Item is applicable. Evaluation procedures are:
the Government will award a contract resulting from this solicitation
to the responsible bidder whose offer conforming to the solicitation
will be most advantageous to the Government, price, known pasts
performance of the vendor (manufacturer), Technical Ability of the
Equipment, Warranty and availability of parts and services and other
factors considered. The Government reserves the right to make award on
initial offer received, without discussions. Offors shall submit and
dated offers, either on SF1449 or letterhead stationary to Federal
Prison Industries, 320 First Street., N.W.,ATTN; Bid Custodian,
Washington, D.C. 20534 or overnight or Express Mail to 400 First
Street, N.W., 7th FLoor, ATTN: Bid Custodian, Washington, D.C. 20534.
Ofers must be received by 2:00 p.m., February 13th, 1998 and indicate
name, address and telephone number of bidder, technical description of
the item(s) being offered in sufficant details to evaluate compliance
with the requirements in the solicitation, terms of any expressed
warranty, price and any discount terms, remit to address if different
than mailing address, a completed copy of representations and
certifications at FAR 52.212-3, Offeror Representations and
Certifications-Commercial Items; acknowledgement of all amendments.
Facsimile offers are accepted at 202-305-7363 or 7365. Clause
52.214-18, Facsimile Proposals is applicable. Offeror must hold prices
firm in its offer for 30 calander days from the date specified for
receipt. If offer is not submitted on a SF1449, a statement specifying
the extent of agreement with all terms, conditions, and provisions
included in the solicitation. All offers that fail to furnish required
representations and certifications or information or reject the terms
and conditions of the solicitation may be excluded from consideration.
Clause 52.212-4, Contract Terms andConditions-Commercial Items, applies
to this acquisition. Clause 52-212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial Items,

a bid mailed or otherwise furnished to the successful bidder within the
time for acceptance specified in the bid, shall result in a binding
contract without further action by either party. Before bid specified
expiration time, the Government may accept a bid or part of a bid after
its receipt unless a written notice or withdrawal is received before
award. The bidder must specify business size and classification. Due to
electronic payment procedures, all vendors must supply your ACH Number
