NASA Research Announcement(NRA) 98-217-01 for Technology Development
efforts in support of the Constellation X-Ray Mission. This NRA
solicits firm fixed price proposals for technology development in the
following areas: 1. X-Ray Calorimeter or equivalent; 2. CCD/Grating
System or equivalent; 3. Hard X-Ray Telescope Under the basic effort
for each of the above areas a status review and final report will be
required. Priced options will be included for continued research and
development to prototype demonstration. This effort is not for the
acquisition of a Constellation Instrument; it is to develop and
demonstrate technologies. NASA/GSFC encourages broad participation.
This NRA is open to all categories of domestic organizations, e.g.,
industry, educational institutions, other nonprofit organizations, NASA
centers, and Government agencies (including all FFDRC's). All
qualified, responsible sources may submit a proposal which shall be
considered by the agency. It should be noted that the NRA reserves the
right of NASA to award multiple contracts for all or part of the
solicited effort for one, all, or any combination of the above, three
technology development areas. The Government does not intend to acquire
a commercial item using FAR Part 12. See Note 26. The SIC Code and Size
Standard are 8711 and $20M, respectively. The DPAS rating for this
procurement is DO-C9. The due date for receipt of proposals is March 9,
1998 at 3:30 EST. An ombudsman has been appointed. See Internet Note
"B". The solicitation and any documents related to this procurement
will be available only over the Internet. These documents will be in
Wordperfect 6.1, Lotus 1-2-3 (Release 5), and Microsoft Office Suite
(Word 6.0, Excel 5.0, or PowerPoint 4.0) format and will reside on a
World-Wide Web (WWW) server, which may be accessed using a WWW browser
application. The WWW address, or URL of the NASA/GSFC Business

Prospective offerors shall notify NASA/GSFC of their intent to submit
an offer. It is the offeror's responsibility to monitor the
