U.S. Army Medical Research and Materiel Command anticipates awarding a
sole source order for commercial services with Pacific-Sierra Research
(PSR) Corporation for a period of one year to develop technical
information and data to be incorporated into the draft document, Allied
Medical Publication 8, Medical Planning Guide for the Estimation of
Battle Casualties, Vol. II [AMedP-8 (Biological)]. The proposed work
will consist of performing calculations required to develop
quantitative data and prepare explanatory information to enumerate and
define injuries and casualties expected from potential adversarial,
biological agent attacks upon friendly forces. The technical material
to be developed shall be based on selected scenarios including targets,
munition types and quantities, and weather conditions most favorable
for maximum impact in inflicting casualties on the part of an
adversary. Security Classification: The contractor shall require access
to SECRET and NATO information and contractor personnel shall have the
required clearances. Justification: PSR Corporation is the only
responsible source that can generate casualty information based on both
performance degradation and the degree of illness (including expected
lethality) for infection with the biological agent Coxiella burnetti
and for exposure to Staphylococcal Enterotoxin, Type B (SEB) in a way
that closely parallels the casualty information in the nuclear and
chemical versions of the AmedP-8 casualty planning document. All
responsible sources must provide written documentation demonstrating
