ANALYTICAL SERVICES TO BE PERFORMED ON SOIL AND AQUEOUS SAMPLES TO BE COLLECTED AT THE CAPTAIN'S COVE SITE, GLEN COVE, NASSAU COUNTY, NEW YORK: USEPA Contract No.68-W9-0051. INVITATION FOR BID NO. 8001-202-LAB2. POC: Lisa D. Greco, (201) 529-4700, Ext. 201. Bids for the laboratory analysis of soil and aqueous samples to be collected at the Captain's Cove Site, a hazardous waste site in Glen Cove, Nassau County, New York, will be received by the -- ENGINEER, Malcolm Pirnie, Inc., One International Boulevard, Mahwah, NJ 07495-0018, until 3:00 p.m. local time on Tuesday, February 17, 1998 at which time and place, the bids will be privately opened. Bids received after the stated date and time will not be considered consistent with applicable FAR/EPAAR provisions. Bids received through the mail shall be made in accordance with FAR 52.214-7 and will be accepted by the ENGINEER in accordance with FAR 52.214-7. FAXED Bids will not be accepted. The Captain's Cove site was formerly used as a disposal site fordredged materials from Glen Cove Creek. According to historical records (Hart, 1989a), dredging of Glen Cove Creek occurred in 1933-1934, 1948, 1960, and 1965. From approximately 1971 through the early 1980s, the site was used by the City of Glen Cove as a municipal landfill. Incinerator residues, wastewater treatment plant sludges, and street debris were disposed of at the site. During the time that the site was operated as a landfill, waste was also accepted from the Li Tungsten site. From the early 1940's until approximately 1985, tungsten ores or concentrates, imported primarily from mainland China, South America and Canada, were smelted at the Li Tungsten facility for the production of tungsten carbide powder, tungsten wire, and welding rods. The scope of work described herein is in support of a Focussed Feasibility Study being undertaken at the Captain's Cove site. This non-RAS laboratory analytical program consists of radiochemical (228Th, 230Th, 232Th, 226Ra, 228Ra, 234U and 233U), chemical (Target Compound List (TCL) Organics, utilizing CLP SOW OLM03.2, or latest revision, Target Analyte List (TAL) Inorganics (including CN) utilizing CLP SOW ILM04.0, or latest revision, TCLP Parameters, ignitability, corrosivity, reactivity), and select physical properties (hydraulic conductivity, Atterberg limits, moisture content, grain size, and bulk density) analyses. The number of samples for radiochemical analyses include approximately 72 soils and 43 aqueous. The number of samples for chemical analyses include approximately 50 soil samples and approximately 27 aqueous samples for TCL and TAL, including CN analyses, approximately 12 aqueous samples for TAL analyses, approximately 6 soil samples for TCLP analyses, approximately 6 soil samples for ignitability, corrosivity, and reactivity analyses, and approximately 19 soil samples for physical parameter analyses. Data collected during previous investigations have indicated that some soil samples collected at the site have contained concentrations of the radioisotopes of interest at levels up to 583 pCi/g. It should be noted that not all radionuclides were analyzed for during previous investigations. There is no information regarding the concentration of radioisotopes in aqueous samples. Analytical methods, holding times, QA/QC requirements, reporting requirements and any other special instructions are detailed in the statement of work for each parameter. The data package generated as the final deliverable must be equivalent to the CLP RAS format and Level IV data quality. The laboratory must submit all documentation associated with the analysis of the samples including the packing list/Chain-of-Custody forms, a copy of this request and analytical results on tabulated forms (the data sheets must include the dates the samples were collected, received and analyzed by the laboratory). Sample results, instrument calibrations, calibration verifications, internal laboratory spikeanalyses, duplicate/replicate analyses, blank analyses, background analyses, sample spike analyses, counting efficiencies, background counting time, regions of interest (ROI) and number of counts per ROI must be reported in tabulated format. All QA/QC information, standard information and instrument printouts, as applicable, must be provided. The laboratory is required to submit a GIS/key electronic deliverable for all the data. The laboratory must supply any and all information required to reproduce, during independent data review, all results reported by the laboratory. For each analysis, the laboratory must supply a detailed example calculation that clearly demonstrates the manner in which the initial and final result were derived. Where applicable, each component of the calculation must be explained. A written case narrative describing any problems encountered in receipt and/or during analysis of the samples, and the corrective actions taken (including telephone logs, etc.) must be included in the data package. The case narrative must describe the actual methods used from preparation to analysis. It is estimated that the soil and aqueous samples will be collected over a 4 month period beginning around March 9, 1998. The proposed scope of work represents a diverse combination of analytical parameters that may not be within the in-house capabilities of all analytical laboratories. The prime laboratory subcontractor may sub-subcontract portions of the work, however, preference will be given to a prime laboratory that can perform in-house the highest percentage of the total scope of work. Unused portions of the samples may be returned to Malcolm Pirnie at the Captain's Cove Site after analysis is completed. Bid Documents may be examined at the office of Malcolm Pirnie, Inc., One International Boulevard, Mahwah, New Jersey. Copies of Bid Documents may be obtained at the office of the ENGINEER on or after January 19, 1998 between 9:00 a.m. and 3:30 p.m. or by mail addressed to the POC. The ENGINEER will not be responsible for full or partial sets of Bid Documents, including any Addenda, obtained from any other source. All Bids shall be made on forms furnished in the Bid Document and shall be enclosed in a sealed envelope marked on the outside with "Captain's Cove Site, Glen Cove, New York, Laboratory Bid Enclosed" and addressed as follows: Malcolm Pirnie, Inc., One International Boulevard, Fifth Floor, Mahwah, New Jersey 07495-0018, Attention: Lisa D. Greco. The name of the Bidder and its address shall be plainly marked on the outside of the package. To perform this work, the successful Bidder shall hold or obtain New York state certification and all other licenses and permits as required by federal, state, and local statues. Before a subcontract is awarded, the selected laboratory will be requested to demonstrate the following: current or prior CLP participation; current New York State certification(s); acceptable performance on applicable Performance Evaluation samples as well as recent State laboratory audit findings; an effective Quality Assurance Program; a Statement of Qualifications. The ENGINEER will conduct such investigations as is necessary to determine the performance record and ability of each Bidder to perform the size and type of work described in the Bid Documents. Upon request, the Bidder shall submit such information as deemed necessary by the ENGINEER to evaluate the Bidder's qualifications. Selection will be based on price and qualifications of responsible bidders. The ENGINEER reserves the right to award more than one subcontract from this solicitations if it is in the best interests of the government. Before a subcontract is awarded, compliance with all USEPA requirements specified in the Bid Documents must be demonstrated and will be subject to USEPA review and consent. The ENGINEER reserves the right to: (1) reject all Bids or any Bid not conforming, in the sole opinion of the ENGINEER, to the intent and purpose of the Bid Documents; (2) postpone the award of the subcontract, or (3) cancel this solicitation at any time prior to subcontract award.
