Kent Street, Suite 300, Arlington, VA 22209-2131, Tel: (703) 875-4357, Fax: (703) 875-4009 The U.S. Trade and Development Agency (TDA) intends to procure, on a sole source basis, the services of Utility Consultant International (UCI) to organize an orientation visit (OV) from Malaysia to the U.S. This action is authorized under statutory authority 41 USC, 253(c)(1), as implemented under FAR 6.302-1. Tenaga Nasional Berhad (TNB), Malaysia's national utility company will be exposed to U.S. manufactured Supervisory Control and Data Acquisition (SCADA) and Distribution Management Systems (DMS) equipment in operation before procuring for their own operations. Utility Consultants International (UCI), based in Cuperinto, CA, has completed a TDA funded feasibility study for TNB. It is now preparing an implementation plan for the project. The procurement decision will be made by TNB by June 1998. UCI will organize and conduct the OV on a no-cost basis. TDA funds will be used only for travel and per diem costs of the delegation. UCI is sharing in the cost of the OV by contributing staff time for the planning and execution of the trip. TDA has determined that it is likely that award to a source other than the original source would result in (i) substantial duplication of costs to the Government which is not expected to be recovered through competition, and (ii) unacceptable delays in fulfilling the agency's needs. The period of performance is from January 1998 to May 1998. The proposed contract action is for one source under authority of FAR 6.302-1.
