The purpose of this notice is to inform potential participants of the need to support an ongoing data collection, reduction and analysis task associated with a 5-year Joint NASA/Transport Canada/ Federal Aviation Administration Winter Runway Friction Measurement Program which started in January 1996 with instrumented aircraft and ground vehicle tests at North Bay, Ontario. NASA Langley Research Center s Structures Division (SD) has been involved in this effort as well as several earlier programs aimed at harmonizing ground vehicle friction measurements with each different device and then to correlate these ground vehicle friction values with braking performance of different aircraft types operating on similar winter contaminated (i.e. snow, slush or ice) runway surfaces. At the present time, friction data collected from 4 different aircraft and 13 ground friction measuring devices at both North Bay, Ontario and NASA Wallops Flight Facility, VA, have helped define an International Runway Friction Index (IRFI). Over 30 different winter runway contaminant conditions have been evaluated during nearly 300 aircraft test runs and 2000 ground vehicle test runs. This notice announces NASA s desire to enter into a contractual arrangement with an individual, group or organization with expertise, knowledge and experience in the following areas and/or disciplines: 1. Friction database collected in joint program since Jan. 1996 2. Tire/pavement friction performance 3. Friction/slip/speed gradient data variation with pavement conditions 4. Factors influencing winter pavement contaminant characteristics 5. Aircraft instrumentation and data acquisition systems 6. Ground friction measuring vehicle instrumentation and data acquisition systems 7. Aircraft ground handling test procedures 8. Ground friction measuring vehicle operation and test procedures 9. Worldwide usage of ground vehicle friction measurements on runways 10.Winter operational procedures used at airports to maintain flight operations 11.Regulations, guidelines, standards, advisory circulars, notams affecting airport/aircraft/ground vehicle operations 12.Statistical data analysis practices and algorithms 13.Factors influencing aircraft ground handling performance 14. Aircraft anti-skid brake system operation.
