INFORMATION: A-E services are required at AJCC Site R PA, Ft. Detrick,
MD in support of Ft. Ritchie. Contract will be for a base period and
two option periods. Cumulative total of this contract shall not exceed
$2,250,000.00. Contract will be firm fixed price. This announcement is
open to all businesses regardless of size. The anticipated award is
June 1998. SUBCONTRACTING PLAN REQUIREMENTS: If the selected frim is a
large business concern, a subcontracting plan with the final fee
proposal wil be required, consistent with Section 806(b) of PL 100-180,
PL 95-507, and PL 99-661. A minimum of 30% of the total planned
subcontracting dollars shall be placed with small business concerns. At
least 15% of total planned subcontracting dollars shall be placed with
small disadvantaged businesses (SDB), including Historically Black
Colleges and Universitites or Minority Institutions, and 8% with
Women-Owned Businesses (WOB). This plan is not required with this
submittal. 2. PROJECT INFORMATION: Technical investigations, drafting
services, obtaining data, performing studies, preliminary
investigations, final design drawings, cost estimates, and other
documents required for the repair, maintenance, renovation/minor
construction, future plannng and environmental impacts on all the
proceeding activities for the infrastructure of a U.S. Military
Installation. Final Design drawings shall be digitized on the latest
release of AUTOCAD. The contractor will be required to enter classified
areas, handle and store classified documents/data as well as possess
computer equipment capable of handling classified software. 3.
SELECTION CRITERIA: See Note 24 for general A-E selection process. The
selected firm shall be able to provide multi-skilled services from
on-site surveys for studies, designs, cost estimates, and feasiblity
analysis; space allocations and recommended course of actions in
comliance with Federal, Sate and regional regulations in the following
skills: (1) High Electromagnetic Pulse Design (HEMP), (2) Computer
Aided Drafting (CAD), (3) Intrusion Detection Systems (IDS), (4) Site
Improvements (Utilities, paving, etc.), (5) Water Resource Engineering,
(6) American with Disablities Act (ADA), (7) Compliance Evaluations,
(8) Mapping and Geographic Information System (GIS). (9) Selected firm
shall have the capability to provide qualified personnel in the
following key disciplines: Architectural, Civil, Environmental,
Structural, Mechanical, Electrical, and Roofing. The evaluation will
consider education, training, registration, overall and relevant
experience, and longevity with the firm. (10) Prospective contractors
are advised that access to many of the above military facilities is
"Restricted to U.S. Citizens, ONLY" Non-domestic owned firms which do
not currently possess a DoD Industrial Security Facility Clearance or
cannot divest foreign ownership will not be considered eligible, as the
successful bidder will be required to obtain and maintain a DoD
Industrial Security Facility Clearance with Safeguarding capability at
the SECRET level. 4. SUBMISSION REQUIREMENTS: See Note 24 for general
submission requirements. Interested firms having the capabilities to
perform this work must submit one copy of SF 255. A SF 255 must be
submitted for prime and joint ventures and a SF 254 must be submitted
for prime, joint ventures, and consultants, to the above address, not
later than the close of business on the 30th day after the date of this
announcement. If the 30th day is a Saturday, Sunday, or Federal
holiday, the deadline is the close of business the next business day.
