including mobilization, soil drilling services, ground water
monitoring, laboratory testing and soils engineering reports for water
supply, water storage, wastewater treatment facilities and solid waste
sites in the Aberdeen Area. The investigations are to be performed by
a qualified soils investigation firm with in-house soils testing field
personnel, in-house soils testing laboratory with equipment and
personnel, and in-house registered professional engineers. This will be
an indefinite quantity type contract. Duration of the contract will be
for one (1) year after notice of award, with four (4) year option
periods. The work locations are at various communities on the following
reservations: Lake Traverse, Yankton, Flandreau, Standing Rock, Crow
Creek, Lower Brule, Cheyenne River, Rosebud, and Pine Ridge, in South
Dakota. Standing Rock, Trenton, Fort Berthold, Turtle Mountain and Fort
Totten Reservations in North Dakota. Winnebago, Omaha, and Santee Sioux
Reservations in Nebraska. The selection of an A&E firm will be based on
evaluation of the following criteria: Qualifications of professional
staff including professional engineers currently registered in the
states of North and/or South Dakota. Specialized experience and
technical competence of the firm in the type of work required.
Capability of the firm to accomplish the work in the required time.
Location of the firm in the general geographical area of the projects.
Past performance on contracts with Government agencies and private
industry in terms of quality work and compliance with performance
schedules. Those firms that meet the requirements described in this
announcement and wish to be considered are required to submit SF-254's
and SF-255's. This acquisition is totally set-aside to Indian-owned
firms in accordance with 25 U.S.C. 47, the Buy Indian Act. Responses to
this synopsis must be received in this office no later than 3:00 P.M.
