C -- IDC TO PREPARE EXTERIOR UTILITY SYSTEMS STUDIES FOR MILITARY INSTALLATIONS WITHIN MOBILE DISTRICT; RFP: DACA01-98-R-0019 SOL AECAXX-7336-0020 POC Contact Dewayne Brackins, 334-694-3743; Contracting Officer, Sue L. Speights (Site Code W31XNJ) CONTRACT INFORMATION: A-E services are required for an Indefinite Delivery Contract to prepare exterior utility studies for Military installations within the Mobile Districts military boundaries. This announcement is open to all businesses regardless of size. The contract will be awarded for a one year period with options to extend the contract for two additional periods. Work under this contract to be subject to satisfactory negotiation of individual task orders, with the total contract not to exceed $250,000 for each contract period. (If the $250,000 limit for a contract period is exhausted or nearly exhausted prior to 12 months after the start of the period, the option for the next contract period may be exercised). If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan for that part of the work it intends to subcontract. The subcontracting goals for this contract are a minimum of 52.5% of the contractor's intended subcontract amount be placed with small businesses (SB), as well as small disadvantaged businesses (SDB), and women owned business, 8.8% be placed with SDB, and 5% for women owned business. The subcontracting plan is not required with this submittal. PROJECT INFORMATION: Work performed under this contract will include all necessary efforts to perform exterior utility studies and projects, not limited to the following: Work will primarily consist of field surveys and development of exterior drawings as required to reflect current conditions, converting paper drawings to the latest version of AutoCad or Microstation 95 format including background information; develop complete databases for analysis of electrical distribution systems using DVDCAL software which is being used by the Mobile District (copies of software to be provided by Mobile District); Analysis software, developed databases(s), and drawings must be linked and interfaced together under a complete utility management system. This utility management system shall include a viewer software to access drawing data, electronic pictures, electronic video, spread sheets, etc. The viewer software must be a stand-alone package that requires no other software to operate. The viewer must be capable of both viewing and editing the databases(s). Each study shall be provided with a minimum of one (1) year maintenance of the analysis, utility model, and databases. SELECTION CRITERIA: See Note 24 for general selection process. The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria A-D are primary. Criteria E-G are secondary and will only be used as "tie-breakers" among technically equal firms. A. Professional Qualifications: The contract will require the following disciplines with registration required for Engineering: (1) Electrical Engineer; (2) Civil Engineer. Supervisory engineers and technicians must have a minimum of six years experience in exterior electrical distribution and two years experience in the computer analysis of utility systems. Resumes (Block 7 of the SF 255) must be provided for these disciplines, including consultants. Use the nomenclature as shown in this announcement. B. Specialized experience and technical competence: In the use of DVDCAL Software to (1) Develop a database; (2) Analysis of utility distribution systems; (3) Converting paper drawings of utility systems, including background information, to AutoCad and/or Intergraph format; (4) Linking database to Autocad and/or Intergraph drawings to intergrade them into a complete engineering management system. Two years of previous experience in the computer analysis of utility systems utilizing commercially available software is required; (5) In Block 10 of the SF255 describe the firm's quality management plan, including the team's organization with an organizational chart, quality assurance, cost control, and coordination of the in-house work with consultants. C. Capacity to Accomplish the Work: Capacity to do at least three (3) $75,000 individual task orders simultaneously. The selected firm must have the capability to perform multiple taskings concurrently. D. Past Performance: Past performance on contracts with respect to cost control, quality of work, and compliance with performance schedules. E. Geographic Location: Geographic location with respect to the region under consideration. F. Small Business and Small Disadvantaged Business Participation: Extent of participation of small businesses, small disadvantaged businesses, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the total estimated effort; G. Equitable Distribution of DoD contracts: Volume of DoD contract awards in the last 12 months as described in Note 24. SUBMISSION REQUIREMENTS: See Note 24 for general submissions requirements. Firms must submit a copy of their SF 254 and SF 255, and a copy of each consultant's SF 254. The 11/92 edition of the forms must be used, and maybe obtained from the Government Printing Office. These must be received in the Mobile District Office; ATTN: Mr. Dewayne Brackins (CESAM-EN-DW) not later than close of business on the 30th day after the date of publication of this solicitation in the Commerce Business Daily. Along with the SF 255 and SF 254, a Summary of Capability Worksheet, version 94.1 or higher, must be requested and submitted with the proposal. All previous Summary of Capability Worksheet are obsolete. A worksheet in ASCII format (must send a 3 1/2 inch unformatted floppy disk) should be requested by sending a self addressed envelope for a hard copy or a Floppy Disk Mailer for a digital copy to: Mobile District Corps of Engineers; ATTN: Ms. Mary Breland; CESAM-EN-DW; P.O. Box 2288; Mobile, AL 36628-0001. If the 30th day is a Saturday, Sunday, or Federal holiday, the deadline is the close of business of the next business day. Include ACASS number in Block 3b of the SF 255. Call the ACASS Center at 503-326-3459 to obtain a number. A maximum of ten (10) projects, including the prime and consultants, will be reviewed in Block 8. Solicitation packages are not provided. This is not a request for proposal.
