The National Institute of Standards and Technology (NIST) intends to award a purchase order on or about January 30, 1998 to SATEC Systems, Inc. to provide hardware and software upgrades which will include installation and calibration of existing SATEC test machine control consoles. NIST intends to solicit one source pursuant to FAR 13.106-2(a)(5), which permits solicitation from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. SATEC Systems, Inc. is the original manufacturer of the control and data acquisition console and as such has the proprietary knowledge to supply and incorporate this upgrade. See numbered Note 1.
