solicitation/RFQ for commercial items prepared in accordance with the
format in FAR Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; quotes are being requested and a written solicitation
will not be issued. This procurement is being conducted under the
Simplified Acquisition Procedures (SAP). The purpose of this
procurement is to acquire Annual and Quarterly Preventative Maintenance
(PM) on approximately 180 cranes and hoists, ranging from 1/4-ton to
75-tons and two(2)mobile cranes, 8.5 ton and 75-ton, respectively, and
in accordance with Plant Engineering Branch Statements of Work (SOW)
and applicable codes. The starting date for PM shall be one week after
award of contract, on or about February 23, 1998. Statements of Work
and lists of Cranes and Hoists will be available to interested parties
when requested "in writing" by mail or below listed FAX's no later
than 02/6/98. No oral/verbal requests will be honored. A "Walk-through"
for interested parties will be conducted by JFP's Dennis Ray on
01/27/98, starting at 09:00AM sharp, and meeting at Bldg. 19, room
1022. Please submit a list of company/personal names of the interested
parties by mail or below listed FAX's no later than 2:00PM on
01/26/98, to receive visitor badges. The provisions and clauses in the
RFQ are those in effect through FAC 97-46. This procurement is a total
100% small business set-aside. See Note 1. The SIC code and the small
business size standard for this procurement are 7699 and $5.017M,
respectively. The quoter shall state in their quotation their size
status for this procurement. All qualified responsible business sources
may submit a quotation which shall be considered by the agency. The
DPAS rating for this procurement is DO-C9. Quotations for the items(s)
described above may be mailed or faxed to the identified point of
contact [or bid distribution office, by the date/time specified and
include, solicitation number,proposed completion schedule,
discount/payment terms, warranty duration (if applicable), taxpayer
identification number (TIN), identification of any special commercial
terms, and be signed by an authorized company representative. Quoters
shall use the Standard Form 1449, Solicitation/Contract/Order for
Commercial Items form found at URL:

52.212-1. The Representations and Certifications required by FAR

(650)604-7354 or 3772. Award will be based upon overall best value to
the Government, with consideration given to the factors of proposed
technical merits, price and past performance; other critical
requirements (i.e., delivery) if so stated in the RFQ will also be
considered. Unless otherwise stated in the solicitation, for selection
purposes, technical, price and past performance are essentially equal
in importance. It is critical that offerors provide adequate detail to
allow evaluation of their offer (see FAR 52.212-1(b). Quoters must
provide copies of the provision at 52.212-3, Offeror Representation and
Certifications -- Commercial Items with their quote. Reps and Cers
shall be signed and dated on the last page. See above for where to
obtain copies of the form via the Internet. An ombudsman has been
appointed -- See Internet Note "B". Prospective quoters shall notify
this office of their intent to submit a quotation. It is the quoter's
responsibility to monitor this site for the release of amendments (if
