Jane.Quinn@ssa.gov. The Social Security Administration (SSA) plans to
issue a full and open competitive acquisition for the services of a
qualified contractor who can provide high quality training in two major
areas: 1) how to conduct a due process evidentiary hearing in
accordance with the principles of due process, as well as the
requirements of the Social Security Act and the hearings procedures
designed by the Social Security Administration; and 2) how to write a
disability determination, which requires the adjudicator to collect and
summarize the facts, evaluate the evidence, and write a rationale that
supports the conclusion reached in the disability determination.
Training will be conducted at the contractor's facility and nationwide
using the Interactive Video Teletraining System at SSA's training
studio in Baltimore, Maryland. The period of performance shall be for
one year from either the date of award or 09/30/98, whichever is later,
with provisions for the inclusion of four one-yearrenewable option
periods. This acquisition will be conducted under the authority of the
test program for commercial items contained in the Federal Acquisition
Regulations (FAR) subpart 13.6 and as authorized by 41 U.S.C 253.
Specifically, FAR subpart 13.601(a) provides authorization to utilize
simplified procedures for the acquisition of commercial items which do
not exceed $5,000,000.00, including options. The Government plans to
evaluate offers based on Experience, Past Performance and Price.
Interested firms are encouraged to request a copy of the quotation. It
is anticipated that quotation numbered SSA-RFQ-98- 3479 will be issued
on or about February 17, 1998 with the quotation due 30 days later.
Only written requests for the quotation will be honored. The quotation
