sbjackson@usgs.gov!!. The U.S.Geological Survey requires a vessel to
conduct a high resolution seismic and sampling study in the Los Angeles
Shelf area. The work is scheduled to begin no earlier than July 19,
1998 and conclude by September 19, 1998. Field operations will take
from 14 to 21 full days (24hrs/day). Mobilization is to take place at
the USGS dock in the Port of Redwood City, California and take no more
than 3 days. The vessel will be outfitted by USGS personnel in Redwood
City with a winch to handle over-the-side electronics which weigh
approximately 6000 lbs. On-board instrumentation will be installed in
the ship's designated laboratory space. If lab space is not available,
USGS will mount a portable 8x20 foot electronic lab van on the vessel.
Also, a minimum of two other 8x20 foot, containing a field shop and
science lab will be mounted. Navigation equipment will be mounted on
the bridge with track lines and sample locations plotted for the ship
to follow and locate. The Contractor will provide a fully found vessel
for up to sixteen scientists. The vessel must be a United States
registered hull and have a current U.S. Coast Guard inspection. The
vessel must conform to all appropriate Coast Guard regulations relating
to commercial vessels. The USGS will obtain all permits needed to
conduct the study. The Government will pay docking charges. When field
operations are completed, all USGS equipment will be removed from the
vessel by USGS personnel at the Port of Redwood City, California. The
proposal evaluation criteria, in relative importance order, is as
follows:(1)Deck Space and Weight Bearing Capacity: to be a minimum of
1000 continuous square feet of clean deck area on the fantail to
accommodate steel-based winches of up to 6000 pounds each. Also,to
accommodate high pressure air compressor, generator sets, and up to
three 8x20 foot vans. A diesel fuel hook-up will be available. Fantail
to be equipped with 50 kw @ 440 volts power for winches and deck
equipment.(2)Science Lab Space:to be a minimum of 400 square feet with
power hookups providing 15 kw @ 110 volts dedicated clean power for
electronics. (3)Operation:ability to maintain heading at speeds of 3 to
5 kts, vessel to be self-propelled, with a transit speed of 9 kts,
speed control of +/- .3 kts in the 0 to 4 kt range. Capable of extended
periods of 3 to 5 kts, and an endurance of 25 days minimum.(4)Support
Equipment:to include winch with drum capacity of 1000 meters of 1/2
inch wire(prefer 3x19 non-rotating); pulling capacity of 10,000 pounds;
power-out/power-in at 100 meters per minute. Vessel shall have adequate
stern U-frame / A-frame / davit to handle winch wire and accommodations
either through the U/A frame or other means to launch and recover 10
meter cores.(5)Personnel Accommodations:for up to fourteen scientists
(male and female) airconditioned or forced ventilation; all linen and
landry facilities. Meals at breakfast,lunch,dinner and
midnight(midnight for up to 6 people).(6)Station Keeping:normal deck
work through sea state 5; limited work through sea state 7; station
keeping in 35 kt winds and sea state 5 and 2 kt current.(7) Past
Perfomance in Survey work. The Government may award without discussion
with offerors and contemplates a Firm Fixed-Price Contract*****.
