Rockwell Collins Avionics and Communications Division is currently producing Multi-Function Displays, model number FDS-255, under contract USZA95-97-D-0001 for the U.S. Special Operations Command. The contract was awarded using commercial procedures as outlined at FAR Part 12. The proposed modifcation will, likewise, be executed in accordance with procedures at FAR Part 12. On a non-competitive basis, the Government intends to modify the contract to require that Rockwell Collins incorporate an RS-170 video capability into as many as 250 each FDS-255s being delivered to the Government. Incorporation shall be done, to the maximum extent possible, concurrent with production of the displays. The Government has determined that Rockwell Collins is the only source capable of modifying their proprietary FDS-255 display to incorporate the required RS-170 video capability. As noted above, the proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. (0022)
